About this opportunity

The City of Fort Worth is requesting proposals for an Equipment Rental Agreement on an as-needed basis with proposals due October 15, 2026, and a mandatory 30% small business participation goal.

The scope includes aerial lifts, manlifts, towable lifts, forklifts, telehandlers, track loaders, and related earthmoving equipment in various sizes and capacities, delivered during normal business hours (7:00 am to 5:00 pm, Monday through Friday) to City-designated locations or picked up by authorized City personnel. All equipment must be in safe operating condition and commercially available for rental; vendors may offer comparable or greater-capacity equipment if exact specifications are unavailable, subject to City approval. All costs including delivery, pickup, transportation, fuel, and surcharges must be included in pricing; no additional charges will be accepted.

The initial contract term is one year with automatic renewal for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. Payment terms are Net 30 Days. The vendor must carry commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, workers' compensation at statutory limits, and professional liability of $1 million per claim and aggregate.

Evaluation is on a "best value" basis using the following criteria: Cost (up to 20 points), Small Business Participation (up to 20 points), Qualifications and Experience (up to 20 points), Approach to Perform Services (up to 25 points), and Ability to Meet City Needs (up to 15 points). Proposals scoring less than 50% of total available points, excluding price points, will not be considered for award. The City reserves the right to request best and final offers and to conduct negotiations, interviews, presentations, or demonstrations. Proposals must be submitted electronically through the Euna Portal. Certified small businesses must be identified prior to bid submission with current certifications accompanying the proposal; failure to complete the Small Business Utilization Form entirely or submit valid certifications may result in zero points for small business criteria.
