About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for an Employee Assistance Program serving Metro employees and Department of Public Safety staff, with proposals due August 25, 2026 at 2:00 p.m., and a pre-proposal conference scheduled for August 4, 2026 via Microsoft Teams. This is a federally funded contract subject to 49 CFR Part 26 DBE compliance; no specific DBE participation goal has been established, but the successful contractor must utilize DBE firms when opportunities are available.
The scope requires comprehensive EAP services including 24/7 toll-free counseling access through California-licensed mental health professionals, intake and assessment, substance abuse professional services compliant with 49 CFR Parts 40 and 655, crisis intervention and traumatic incident counseling with two-hour on-site response capability, work/life consultation (legal, financial, dependent care, elder care), management consultation, and annual supervisor training. Services must address approximately 13,471 employees across 25 work locations, with Spanish-language and TTY access required. General employees receive up to three counseling sessions per issue (maximum three issues per six-month period); first responder employees receive up to six sessions per issue (maximum six issues per six-month period). The contractor must maintain a website with EAP resources, submit monthly and quarterly utilization reports, conduct annual participant satisfaction surveys, and provide a minimum of 100 hours of educational workshops over the contract term.
Minimum qualifications include five years of EAP experience, five years serving law enforcement populations, five years providing DOT/FTA substance abuse professional services, current California Department of Managed Care compliance, Knox-Keene Regulation adherence, and operation of an interactive EAP website. The contract structure consists of a three-year base term followed by two optional one-year renewal periods, with pricing submitted as fully burdened hourly rates covering labor, overhead, direct costs, and profit. Estimated populations are 12,732–14,037 Metro EAP employees and 739–1,250 DPS employees across base and optional periods. Evaluation uses a two-phase process: Phase I establishes minimum qualifications as a pass/fail gate; Phase II applies weighted scoring with service delivery at 80 points (experience and qualifications 15%, program management 15%, intake and assessment 15%, substance abuse professional services 15%, crisis intervention and trauma 10%, work/life services 5%, management support 5%) and pricing at 20 points using a lowest-price formula. Questions are due August 7, 2026. All proposals must include Technical Proposal (50 pages maximum), Certification Forms, Price Proposal, and DEOD Forms submitted electronically to bids@metro.net in searchable PDF format. Pre-qualification approval is required for proposals exceeding $500,000. Contractors must maintain Commercial General Liability of $1 million per occurrence, Commercial Automobile Liability of $1 million per accident, Workers' Compensation as required by California law, and Professional Liability of $1 million per claim, with LACMTA named as additional insured.
