About this file
This document is an Evaluation Criteria exhibit for a Metro Employee Assistance Program (EAP) contract opportunity. The procurement involves a two-phase evaluation process to select a prime contractor to provide comprehensive EAP services to Metro employees, including mental health counseling, substance abuse professional services, crisis intervention, work/life services, and management support consultation. The RFP requires proposers to demonstrate extensive experience with law enforcement populations, DOT/FTA substance abuse compliance, and large public transit agencies. Services must be delivered 24 hours a day, seven days a week, through a network of California-licensed mental health practitioners capable of providing both virtual and in-person assessments and counseling sessions.
Phase I establishes minimum qualification requirements that proposers must satisfy to proceed to Phase II evaluation, including a minimum of five years of EAP experience, five years of law enforcement-specific EAP services, five years of DOT/FTA substance abuse professional services, current California Department of Managed Care compliance, Knox-Keene Regulation adherence, and operation of an interactive website with comprehensive EAP resources. Phase II applies weighted evaluation criteria totaling 100 points, with pricing weighted at 20 percent and service delivery components comprising 80 percent. Service delivery evaluation categories include experience and qualifications (15%), program management and administration (15%), intake and assessment capabilities (15%), substance abuse professional services (15%), crisis intervention and trauma counseling (10%), work/life services (5%), and management support and consultation (5%). Pricing scores are calculated using a lowest-price-based formula scaled to the 20 available points.
