About this opportunity
Rhode Island Department of Administration, Division of Capital Asset Management & Maintenance (DCAMM) is soliciting proposals for maintenance and testing of life safety equipment — fire alarm systems, sprinkler systems, and fire suppression systems — across state facilities, with proposals due August 26, 2026 at 1:30 PM EDT. Minority business enterprises shall receive a minimum of 15% of the dollar value of the procurement under Rhode Island General Law 37-14.1-1.
The scope encompasses quarterly fire alarm and sprinkler testing, semi-annual and annual specialized testing (kitchen hood systems, fire pump tests, obstruction tests, hydrostatic testing), biannual AED testing and 90-day operational inspections at four specified facilities, emergency on-call response services, and repair and maintenance across 11 major facility complexes including Pastore Center, Eleanor Slater facilities, DLT locations, Capitol Hill Complex, and regional facilities. Services operate on a 24-hour, 7-days-per-week call basis, with work during normal business hours (Monday–Friday, 8:00 AM–4:00 PM) requiring one week advance notice to building managers. All work requiring Rhode Island licensure must be performed by licensed individuals. Contractors must hold ISO 9001:2008 certification and minimum two years of experience installing similar equipment; manufacturer certification is recommended. Services must comply with NFPA standards, Rhode Island fire code, and manufacturer specifications. Detailed test reports are due within 30 days of inspection and must be signed by building managers and the testing agency with license numbers.
Pricing consists of fixed hourly rates for labor (regular 8:00 AM–5:00 PM Monday–Friday and overtime rates for all other hours) plus approved material costs with no additional charges for travel, fuel, or administrative expenses. Sub-contractor labor and materials are billed at cost plus 6% with agency approval required. A 0.33% contract administrative fee will be withheld from invoices. The contract period runs September 1, 2026 through June 30, 2031, with options to renew for up to two additional 12-month periods based on performance and fund availability. Required insurance includes general liability ($1,000,000 per occurrence), workers' compensation ($100,000 per accident), and automobile liability ($1,000,000 per occurrence). The contract is subject to Rhode Island prevailing wage requirements. Questions are due August 11, 2026.
