About this file
This is a Q&A Center Addendum for Solicitation RFQ27006881 issued by the Rhode Island Department of Administration, Division of Capital Asset Management & Maintenance (DCAMM). The solicitation seeks qualified firms to provide maintenance and testing services for life safety equipment, including fire alarm systems, sprinkler systems, and fire suppression systems across state facilities. The contract encompasses quarterly fire alarm and sprinkler testing, semi-annual and annual specialized testing for kitchen hood systems and fire pump tests, biannual AED testing and 90-day operational inspections at four specified facilities, and 24/7 emergency on-call response services across 11 major facility complexes. Work during normal business hours (Monday-Friday, 8:00 AM-4:00 PM) requires one week advance notice to building managers. The collaboration period for questions ended August 11, 2026, with the proposal due date set for August 26, 2026 at 1:30 PM EDT. The contract period runs September 1, 2026 through June 30, 2031, with options to renew for up to two additional 12-month periods.
The Q&A addendum addresses three inquiries from prospective vendors regarding the availability of previous inspection reports for the contracted locations and fire alarm and sprinkler systems. All three questions reference separate attachments containing responses from DCAMM regarding inspection reports and site walkthrough opportunities. Vendors are required to hold ISO 9001:2008 certification and demonstrate a minimum of two years' experience installing similar equipment. Pricing consists of fixed hourly labor rates for regular business hours and overtime hours, plus approved material costs with no additional charges for travel, fuel, or administrative expenses. Contractor labor and materials are billed at cost plus 6% with agency approval. A 0.33% contract administrative fee will be withheld from all invoices. The solicitation is subject to Rhode Island prevailing wage requirements and requires minority business enterprises to receive a minimum of 15% of the dollar value of the procurement. Contractors must maintain general liability insurance of $1,000,000 per occurrence, workers' compensation insurance of $100,000 per accident, and automobile liability insurance of $1,000,000 per occurrence.

Will DCAMM be providing previous inspection reports for all locations on this contract?

Do you have the previous inspection reports for these locations see separate attachment Aug 07, 2026 Aug 25, 2026 Total:0
We would like to participate in this bid, but without more information on the systems listed, we cannot accurately price the costs of our services. It would be very useful to have a copy of all inspection reports for the Fire
Alarm and Sprinkler Systems which need testing. Alternatively, walkthroughs with device counting would also allow us to get an idea of the scope of work. Will either of these options be provided to ensure all vendors are able to submit comprehensive and accurately priced bids?
