About this opportunity

The City of Sandy Springs is conducting a qualifications and proposal-based procurement process to select a Construction Manager at Risk (CM at Risk) for the replacement and construction of Fire Stations No. 1 and No. 4 in Cobb County, Georgia. Fire Station No. 1, located at 1425 Spalding Drive on 1.55 acres, will be a two-story replacement structure of approximately 20,500 square feet featuring a three-bay apparatus bay, decontamination facilities, living quarters, kitchen, conference room, offices, fitness room, and training areas. Fire Station No. 4, situated at 5275 Roswell Road on 6.62 acres, will be a similar two-story 20,500-square-foot structure that will also include a PEMB logistics building and potential police precinct space. Respondents must demonstrate a minimum bonding capacity of $30 million per project and provide comprehensive qualifications including company overview, financial information, relevant fire station and similar project experience, project team resumes, and proof of Georgia Commercial General Contractor licensure. The procurement consists of two phases: Phase 1 (RFQC) with responses limited to 30 pages due January 22, 2026, at 2:00 PM Eastern Standard Time, and Phase 2 (RFP) involving technical and cost proposals with interviews of shortlisted firms and anticipated contract award in February 2026. Written questions must be submitted by January 6, 2026, with answers posted by January 12, 2026. The CM will operate under an open-book contract, provide pre-construction services and constructability advice, and deliver a guaranteed maximum price before construction document completion. Evaluation criteria include bonding capacity, pre-construction services approach, ability to deliver complex projects on schedule and within budget, financial strength, CM at Risk and guaranteed maximum price contract experience, fire station project experience, public sector client experience, reputation and references, and litigation or arbitration history.

Respondents must comply with all standard compliance requirements, including E-Verify participation, workers' compensation requirements, drug-free workplace certification, and Georgia Security and Immigration Compliance Act requirements. The selected CM must maintain comprehensive insurance coverage including workers' compensation, general liability ($2,000,000), automobile liability ($1,000,000), umbrella coverage ($5,000,000), professional errors and omissions insurance ($3,000,000), fidelity bonds ($100,000), and builders risk insurance with a $10,000 deductible. A completed Vendor Responsibility Questionnaire (VRQ) is required as mandated by the State of Georgia for formal solicitations exceeding $100,000 and involving infrastructure service delivery, and must be notarized with sections addressing debarment history, environmental law violations, OSHA citations, procurement fraud convictions, contract completion failures, financial capacity, insurance maintenance, bond procurement ability, and tax compliance status. The solicitation does not identify any set-asides for disadvantaged enterprises, incumbent vendors, or technology integration requirements. Responses must be submitted through the Bonfire Interactive portal, and the contract will continue for the duration of the project until completion upon written approval by the City. No specific budget range or award value is listed in the procurement materials.
