About this opportunity
Collier County, Florida, through its Board of County Commissioners Procurement Services Division, has issued a Request for Proposal (RFP) for Comprehensive Clinic and Wellness Services, solicitation number 25-8397. The procurement seeks a qualified vendor to provide health center/medical clinic and wellness services for county employees and their dependents, including biometric measurement and laboratory testing services supporting a wellness-based incentive program. The selected vendor will be responsible for operating health clinics, conducting biometric screenings, providing primary and acute care services, and supporting the county's wellness initiatives. Specific requirements include maintaining a centralized off-site clinic location within 15 miles of the county government complex, accommodating current patient visits and biometric testing needs, and providing comprehensive medical staffing, electronic medical records, and data reporting. The RFP indicates a pre-proposal conference scheduled for July 2, 2025, at 10:00 AM EST, with proposals due on July 18, 2025, at 3:00 PM EST. The evaluation process will consider professional capabilities, firm experience, cost of services, business implementation, and potential minority business enterprise and local vendor preferences. The contract term is planned for an initial five-year period with options for five additional one-year renewals.
The solicitation does not appear to have specific set-aside designations for disadvantaged enterprises, though local vendor preferences may be considered during evaluation. The county currently administers two health clinics and covers approximately 2,400 enrolled employees representing 4,800 covered members. Historically, Collier County has spent approximately $850,000 annually on on-site clinic services and $254,250 on biometric and laboratory testing services, though these figures are not guaranteed for future contracts. Vendors must comply with comprehensive requirements, including HIPAA regulations, immigration laws (E-Verify program), and detailed insurance specifications. The county requires vendors to submit various mandatory forms, including a Vendor Declaration Statement, Conflict of Interest Certification, and Immigration Affidavit. Successful vendors must demonstrate capabilities in managing complex healthcare services, including tracking individual member deductibles, providing patient portals, and generating comprehensive wellness and biometric reporting. The contract includes performance metrics, with quarterly evaluations potentially impacting fee structures, and allows for potential extension of contract pricing to other governmental entities.
