About this opportunity
The State of South Dakota Governor's Office of Economic Development (GOED) has issued Request for Proposal #25RFP13780 seeking a qualified contractor to provide comprehensive administrative services for a $15,375,000 Community Development Block Grant Disaster Recovery (CDBG-DR) award in response to devastating floods that occurred in summer 2024. The procurement targets a full-service administrative support contractor who will manage pre-award regulatory support, action plan development, community engagement, administrative capacity assessment, and ongoing program management for the HUD-funded disaster recovery initiative. Offerors must demonstrate extensive working knowledge of HUD, CDBG, and CDBG-DR programs, familiarity with 2 CFR 200, 24 CFR 570, and FR-6393-N-01 requirements, and provide evidence of similar project experience within the past five years. Key proposal submission deadlines include March 5, 2025, for questions (with state responses by March 7, 2025), and a proposal due date of March 12, 2025, at 5:00 PM, with an anticipated award decision on March 19, 2025. Technical proposals will be evaluated separately from cost proposals, with the state reserving the right to negotiate with offerors in ranked order until an agreement is reached.
The contract will serve Harding County and covers the period from award through December 31, 2028, with a pricing structure requiring fixed hourly rates that remain constant throughout the contract term and expenses reimbursed at cost. While no specific set-aside designations are mentioned, the RFP suggests a competitive procurement open to qualified administrative service providers with demonstrated expertise in federal disaster recovery grant management. The funding source is the U.S. Department of Housing and Urban Development's CDBG-DR program under Universal Notice Docket No. FR-6512-N-01, with a total available funding amount of $15,375,000. Potential offerors must submit comprehensive proposals that include detailed technical capabilities, relevant past performance, proposed hourly rates, and a clear understanding of the complex administrative requirements associated with disaster recovery grant management. The state will evaluate proposals based on technical merit, previous experience, administrative capacity, and cost-effectiveness, with the ultimate goal of selecting a contractor capable of efficiently managing this critical disaster recovery funding initiative.
