About this opportunity
Hillsborough County Board of County Commissioners is requesting competitive sealed proposals from public or private non-profit entities for Community Development Block Grant (CDBG) multi-family acquisition rehabilitation projects with proposals due October 2, 2026 at 2:00 p.m. EST (extended via Addendum No. 1). Eligible applicants must be non-profit organizations in good standing with the State of Florida for a minimum of two years, hold 501(c)(3) tax-exempt status, and not be listed on the Excluded Parties List System.
Projects must serve both unincorporated Hillsborough County and the cities of Plant City or Temple Terrace, with a total estimated project value of $3,800,000.00 in CDBG funding per project. At least 51 percent of beneficiaries must be low- to moderate-income households at or below 80 percent of Area Median Income (AMI), with priority awarded to projects serving extremely low-income households at 0–30 percent AMI. A mandatory 10 percent of total project units must be set aside for households at risk of homelessness, homeless, or emerging from homelessness, coordinated through Tampa Hillsborough Homeless Initiative, Inc. (THHI). Proposals must request no less than the minimum funding amount and not exceed $2 million in CDBG funds. Construction must commence within twelve months and be completed and occupied within two years of the executed funding agreement. Funds become available after October 1, 2026.
Applicants must demonstrate organizational performance capacity with minimum experience on three comparable affordable housing multi-family rental developments or five completed homes on the same parcel for homeownership projects. Financial capacity documentation includes audited financial statements from the previous two years, letters of commitment from external lenders, and evidence of working capital and leveraged funding. Phase I Environmental Assessment with "No Further Action" recommendation, site control evidence, zoning compatibility verification, property survey, design plans, appraisal, and title report are required. Scoring criteria emphasize organizational capacity, project readiness, financial stability, and community benefit across 115 maximum points, with significant weight on experience with HUD CDBG funds, site control, and ability to serve extremely low- to low-income households. Bonus points are available for projects in Neighborhood Revitalization Strategy Areas or within one mile of mass transit service. Federal compliance requirements apply, including Davis-Bacon wage rates, Section 3 requirements, and Build America, Buy America Act domestic content preferences. Insurance coverage is required; surety bonds are not. A Cone of Silence restricts proposer communication with County employees and board members except through designated procurement staff or the County's assigned attorney.
