About this file

This document is a scoring criteria sheet for the Community Development Block Grant (CDBG) Multi-Family Acquisition Rehabilitation program administered by Hillsborough County, Florida. The County is soliciting competitive sealed proposals from public or private nonprofit entities for multi-family acquisition rehabilitation projects, including both rental housing and homeownership housing conversions, with a total project estimate of $3,800,000.00. Proposals are evaluated against ten primary scoring categories with a maximum total of 115 points, assessing organizational capacity, project readiness, financial stability, and community benefit. The scoring framework emphasizes experience with HUD CDBG funds, detailed project timelines requiring commencement within 12 months and completion within two years of funding agreement execution, evidence of site control, and demonstrated ability to serve extremely low to low-income households at 0-30% Area Median Income (AMI).

The evaluation process awards significant weight to organizational performance capacity (20 points total), financial capacity (20 points), and leveraging of non-County funding sources (15 points), with additional scoring for new proposers' relevant experience and past subrecipient performance metrics including timely reporting, compliance history, and accomplishment of project milestones. Bonus points are available for projects located in a Neighborhood Revitalization Strategy Area or within one mile of mass transit service. The program prioritizes projects serving households at or below 50% AMI, those addressing special needs populations, and developments ensuring 30-year affordability for homeownership or long-term affordable management for rental properties. Scoring is provided by internal County departments including the Department of Aging and Health Services (AHS) for leveraging and past performance metrics, and the Office of Management and Budget (OMB) for comprehensive financial analysis.
