About this opportunity

The University of Maryland, College Park is requesting proposals for Civil and Structural Engineering Services under an Indefinite Delivery Contract with a two-year initial term, with proposals due October 2, 2026. Five amendments have been issued to RFP 00027451; the most recent material change extended the proposal deadline to February 5, 2026 (Amendment 002), and Amendment 003 and subsequent amendments have provided clarifications that bidders must acknowledge in their submissions.

Minority Business Enterprise participation goals are established on a per-project basis for task orders exceeding $100,000, with MBE subgoals required for projects exceeding $200,000. Prime MBE-certified firms may count up to 50 percent of self-performed work toward overall MBE participation goals. All MBE firms must be certified by the Maryland Department of Transportation for applicable NAICS codes.

The scope encompasses civil and structural engineering services for the University of Maryland College Park campus and other University System of Maryland institutions, including studies, evaluations, schematic design, design development, construction documents, construction administration, and post-construction services. The required team includes a Principal Project Manager, Civil Engineer, Landscape Architect, Structural Engineer, Transportation/Traffic Engineer, Geotechnical Engineer, Environmental Engineer/Scientist, and Land Surveyor; all key personnel must have a minimum of seven years of experience and appropriate state licensure. Key personnel, including the Principal and Lead Civil Engineer, must be prime-firm employees located in the proposed office.

Compensation is based on firm fixed hourly rates negotiated after technical evaluation. Typical individual projects range from $10,000 to $250,000, with a cumulative annual limit of $2 million per firm. Projects exceeding $1 million require Board of Public Works approval. Price adjustments for renewal periods follow the Consumer Price Index-U for the Washington DC-VA-MD-WV region, not to exceed 5 percent. The contract includes three optional one-year renewal periods under the same terms. Task orders are assigned on a rotating basis among selected firms, with the University retaining discretion to deviate based on firm capacity, cost, specialized experience, or workload. Professional liability insurance ranges from $2 million to $20 million per occurrence depending on project construction cost. Five incumbent firms hold awards under the prior contract cycle: Rummel, Klepper & Kahl; Morton Thomas & Associates; AECOM Technical; Whitman Requardt Associates, LLC; and TranSystems Corporation. Total prior-cycle spending was approximately $2.8 million over five years. Evaluation employs a qualification-based selection approach with technical proposal review and establishment of ranked technically acceptable firms. Contract award is estimated for June 2026 or sooner, pending Board of Public Works approval.
