About this file

This is Amendment 005 to RFP 00027451 for Civil and Structural Engineering Services issued by the State of Maryland. The amendment modifies the terms of an Indefinite Delivery Contract (IDC) for civil and structural engineering services with an initial contract period of two years. The document contains revisions to the original solicitation requirements, evaluation criteria, or contractual terms, though the specific amendments are not detailed in the provided file excerpt.

The amendment establishes the framework for procuring engineering services on an indefinite delivery basis, allowing the state to issue task orders for civil and structural engineering work as needed throughout the contract period. Key details regarding pricing structures, set-asides for minority or small businesses, incumbent contractor information, and specific funding allocations should be referenced within the full amendment document for complete procurement guidance.

Amendment No. 005

RFP NO. 00027451

Civil/Structural IDC

1. Q: Page Section III-4 paragraph 1.5 9 (Key Personnel): Can one person take up the roles of multiple closely related positions. For Example, our Lead Civil Engineer (PE) is also a qualified registered Land Surveyor (RLS) and he oversees our firm’s survey operation as well. Can he take up both roles – Civil Engineer and Land Surveyor in our proposal? If allowed, we can provide two versions of his resume for the two roles. A:

No

2. Q: We found that question 48 asked if the Project Manager can be the same individual as the Lead Civil or Structural Engineer, the response was yes. Yet we asked if our team member could serve as Civil Engineer and Land Survey (see above) and it was declined. Could you clarify this distinction or confirm if there was a misunderstanding?

If the issue is that specific combination, would assigning the individual as Project Manager and Land Surveyor with a separate Civil Engineer be acceptable. A: No.
