Summary of Pre Proposal Minutes & Questions

This document contains pre-proposal meeting minutes and questions related to Maryland's Civil and Structural Engineering Services Indefinite Delivery Contract (IDC). The file documents questions raised by prospective bidders during the pre-proposal phase and responses provided by the contracting agency. The contract seeks civil and structural engineering services for a two-year term. Key procedural items addressed in the minutes include clarifications regarding the scope of work, contract requirements, evaluation criteria, and submission guidelines. The pre-proposal meeting provided prospective bidders an opportunity to seek clarification on contract specifications and technical requirements prior to proposal submission, ensuring all interested parties had consistent information for bid preparation.

The document serves as an official record of inquiries and corresponding answers that assist bidders in understanding contract expectations and deliverables. Any responses provided during the pre-proposal process establish important baseline understandings regarding how the contract will be executed and what qualifications or capabilities are expected from selected contractors. This type of pre-proposal communication is standard practice in government contracting to promote transparency, reduce ambiguity, and facilitate competitive bidding processes. The specific details of pricing, set-asides, and funding sources would typically be outlined in the formal solicitation documents rather than in pre-proposal minutes.

Minutes from Pre-proposal conference on December 19, 2025

RFP No. 00027451 Civil and Structural Engineering Services Indefinite Delivery Contract (IDC)

Notes:

Welcome from Karen Elvidge and introductions of University of Maryland staff.

A Power Point Presentation (PPP) was presented and to be included with Amendment Number One (1).

It is anticipated that new Contracts will be awarded by June, 2026. The existing contracts do not expire until August, 2026

Anthony (Tony) Harmon – MBE Coordinator explained MBE goals and subgoals. MBE goals will be established on projects expected to exceed $100,000.00 with subgoals for over $200,000.00. This is also explained in PPP.

Q: Does this mean you won't evaluate the sub consultants at this moment for the technical proposal?

A: Please send this question to Procurement via email

Any additional questions must be sent to Karen and will be directed to Tony if they are related to MBE.

Karen also spoke about the MBE forms and that they would be included with Amendment Number One (1).

Christopher Ho from the Planning and Construction unit explained the SOW in more detail. All that this contract may possibly encompass.

Karen explained the Technical requirement – Section 3 should be looked at closely. Please include a cover sheet with the person that should be contacted in the event there are questions when we are evaluating the proposals. Also, the name and email address for the person in your firm that is responsible for handling MBE business.

The University will utilize a rotation basis once awarded. The highest ranked firm will be the first and move through the next in line. The University does reserve the right to move out of rotation. This is explained in the RFP document.

1. Q: Section III.E.1.6(a) states “Submit projects whose construction is substantially complete within the last 5 years” but the evaluation criteria emphasizes concept studies, condition assessments, analyses, and reports which do not have construction involved. Are non-construction projects (studies, assessments, etc.) acceptable as example projects even without a substantial completion date? A: Please send via email

2. Q: Can the principal and the PM be the same person? A: Please send via email

3. Q: Can the names of the incumbent firms be shared? A:

Rummel Klepper & Kahl

A. Morton Thomas and Associates

AECOM Technical Services

Whitman Requardt & Associates, LLP

TransSystems Corporation

4. Q: The MBE Forms Attachment D-1A was not included in the RFP. Will that be issued in an amendment? : This was acknowledged and will be included with the Amendment

5. Q: Can Key Staff be from sub consultants, or does it need to be from the Prime? A: Please send via email

6. Q: How many firms will be selected? A: One or more

7. Q: What is meant by the requirement that proposed key personnel shall be located in the office which is proposed to perform the work? A: Please send via email

8. Q: Does this mean you won't evaluate the sub consultants at this moment for the technical proposal? A:

9. Q: I understand that the State of Maryland is still working on sending out guidance for MBE firms to re-certify themselves given changes to federal regulations. If a firm was previously considered an MBE firm, will we be considered eligible as an MBE firm for the purposes of this RFP? A: The firm must be certified at time of submittal for this project

10. Q: In reference to Attachment M – Project Experience Matrix, would the University consider modifying the requirements to allow site development and park facility projects as acceptable examples of relevant experience in lieu of university campus projects and outdoor athletic facilities? Additionally, in place of direct experience with a university approval process, would the University consider experience with MDE, DNR/DGS, and other Maryland state or local agencies approval and permitting processes to be acceptable? A: Please send via email

11. Q: Can the MBE participation goal be satisfied by a prime MBE firm, or must it be met solely through MBE subcontractors? If subcontracting is required, what is the applicable sub-goal? A:

Please send via email

12. Q: Would the University consider allowing key personnel to work remotely? NOT located in the office proposed to perform the work? A: This is not up to the University. If a firm has remote authority and they are awarded the contract as long as the work can get done it is not an issue.

13. Q: How many contracts were awarded last round please? A: Five (5)

14. Q: When will responses to the questions be issued? A: It depends how many we receive. If we need to extend the due date then we will.

15. Q: If the MBE/WMBE firms do not need to identify now, do you maintain a list that awardees can access on a task order basis? A: No, we do not maintain a list
