About this opportunity
The Texas Workforce Commission is soliciting proposals for parking lot resurfacing at Criss Cole Rehabilitation Center in Austin under RFP 3202600121, with proposals due November 6, 2026 and a pre-solicitation conference on September 30, 2026. A VetHUB Subcontracting Plan with an 8.23% goal for veteran-owned small business subcontractors in special trade construction is mandatory; all responses without a completed plan are rejected without evaluation.
The scope encompasses repaving and restriping of all asphalt parking lot areas at 4800 N. Lamar Boulevard, including handicap ramps, signage, and minor sidewalk repairs, all compliant with ADA Title II guidelines. Work is phased and must occur during normal business hours (7:00 AM–5:00 PM) while the facility remains occupied. The contractor must submit a construction progress schedule within seven days of Notice to Proceed, obtain performance and payment bonds per specifications, maintain prevailing wages per Travis County rates (ranging from $11.25 to $51.59 per hour plus fringe benefits, effective January 2, 2026), and provide a one-year contractor warranty. A contingency allowance remains with TWC if unused. Construction operations are limited to a maximum of 90 calendar days plus 90 additional days for administrative closing.
Estimated contract value is $200,000. A 5% retainage applies to all progress payments. Liquidated damages are $300 per day for non-compliance. Prevailing wage, Davis-Bacon Act, and anti-kickback compliance apply. The contractor must maintain commercial general liability insurance ($2 million per occurrence), workers compensation, automobile liability ($1 million), and umbrella liability ($1 million with drop-down coverage), with TWC named as additional insured. All insurance policies require 30 days' written notice of cancellation or material change.
Evaluation weighs Cost/Price (40 points), Past Performance/Qualifications/Experience (45 points based on three similar projects), and Project Milestone Schedule (15 points). Respondents must demonstrate minimum 5 years in business or equivalent ownership/management experience in parking lot resurfacing and pavement services. Questions are due October 6, 2026. Site visits are available September 22 through October 20, 2026. Contract award is expected January 2027.
