About this opportunity

The Arizona Department of Administration (ADOA) is seeking proposals for the installation and maintenance of secure ballot drop-boxes with integrated photo and video surveillance systems for Cochise, Pinal, and Yuma counties. This procurement is specifically authorized under A.R.S. 41-2501 et seq. and mandated by HB 2862, with the primary objective of enhancing election security infrastructure. Qualified organizations will be expected to provide comprehensive drop-box solutions that include both physical secure drop-box equipment and sophisticated surveillance technologies. The solicitation requires vendors to meet stringent requirements outlined in the current Election Procedures Manual and comply with State and Federal legal standards. The contract opportunity was posted on September 6, 2022, with a proposal submission deadline of November 23, 2022, providing potential bidders approximately 2.5 months to prepare and submit their comprehensive proposals.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be open to qualified organizations capable of meeting the technical and security requirements for election infrastructure. The contract is structured to potentially establish one or more vendor agreements, suggesting flexibility in vendor selection. No incumbent vendors or specific budget ranges were mentioned in the original solicitation. Interested organizations will likely need to demonstrate expertise in secure election technology, video surveillance systems, and the ability to implement complex technological solutions across multiple county jurisdictions. Compliance with state election procedures, technical specifications for drop-box design, and robust surveillance capabilities will likely be critical evaluation criteria for potential contract awards.
