About this file

This requirements attachment document outlines technical specifications and evaluation criteria for ballot drop-box and surveillance system proposals submitted to the Arizona Department of Administration (ADOA) on behalf of Cochise, Pinal, and Yuma counties. The solicitation addresses ballot acceptance, counting, receipt documentation, rejection procedures, box positioning, barcode tracking, and comprehensive surveillance capabilities. Key requirements include drop-box accommodation of varying ballot thicknesses (2-3+ pages), real-time ballot tallying capacity of approximately 2,000 ballots per box, and receipt generation with voter information, ballot district, and timestamp data. Surveillance specifications mandate camera positioning relative to the drop-box, secure connectivity via internal wifi or cellular networks, incident management platforms, and motion-activated capabilities with optional selective activation. The proposal submission deadline was November 23, 2022, with evaluations based on meeting Highly Desired and Desired criteria that may receive higher scoring weights during the award process.

Offerors must respond fully to all questions in the requirements document, with the state reserving the right to determine proposals non-responsive for incomplete answers. The document distinguishes between Highly Desired criteria—including features such as internal box lighting, remote data storage with solid-state components, real-time monitoring access, screenshot capabilities, and automated notifications to authorized county representatives—and Desired criteria representing baseline acceptable functionality. Critical operational requirements include ballot rejection protocols with voter notification, secure box installation options (portable or fixed), barcode reading with historical recall capabilities, and data logging with remote reporting functionality. No specific pricing terms, set-asides, incumbent information, or contract award amounts are detailed in this requirements specification document.
