About this opportunity
Detroit Public Schools Community District is requesting proposals for roof replacement at five school buildings under Facility Master Plan Series 6, with proposals due September 15, 2026 at 12 p.m. and a mandatory site walkthrough on September 1, 2026. Work must be completed between June 1, 2027 and August 14, 2027. Michigan State Prevailing Wage Laws apply, requiring payment of prevailing wages and fringe benefits to all workers.
The scope encompasses complete roof demolition and replacement at Burton International Academy (approximately 96,080 square feet across nine areas), Davison Elementary (approximately 32,219 square feet across ten areas), Golightly Education Center (approximately 27,439 square feet across twenty-one areas), Pasteur Elementary (approximately 14,687 square feet across twelve areas), and Wayne Elementary (approximately 25,772 square feet across sixteen areas). All work includes removal of existing built-up roofing systems down to structural decks, substrate inspection and repair, installation of polyisocyanurate insulation (thickness and configuration varying by roof area), 0.5-inch high-density polyiso cover board, and fully-adhered 60-mil EPDM roofing membrane with comprehensive flashing, sealants, and miscellaneous items. Acceptable EPDM manufacturers are Carlisle, Johns Manville, and Elevate (Firestone). Asbestos laboratory analysis and removal (if required) are included. Contractors must verify existing site conditions through pre-bid site visits and submit unit prices for wood blocking, sheathing, metal decking, concrete repairs, insulation, drains, and miscellaneous components along with fixed construction fees. A 20-year Total System Warranty option is available as an alternate price.
Assessment reports indicate estimated construction costs ranging from $447,890 (Pasteur) to $2.787 million (Burton). Contractors must maintain Commercial General Liability of $2,000,000 per occurrence / $4,000,000 aggregate, builder's risk, automobile liability, and umbrella coverage. Bid security of five percent of the bid amount is required; selected vendor must provide performance and payment bonds equal to one hundred percent of bid amount. Monthly progress payments are made with ten percent retention (minimum $5,000); final payment is due within forty-five days of invoice receipt. The District reserves the right to award separate contracts for each building. A pre-bid conference is scheduled for August 31, 2026. Written questions are due September 2, 2026 at 12 p.m.
