About this file

This is a Limited Asbestos Containing Material (ACM) Bulk Sampling Report prepared by Atlas Technical Consultants for the Detroit Public Schools Community District (DPSCD) regarding Burton International Academy located at 2001 Martin Luther King Jr. Boulevard in Detroit, Michigan. The sampling was conducted on March 9, 2026, by certified asbestos inspector Kari Lamprich in accordance with OSHA Asbestos Construction Industry Standards and the Asbestos Hazard and Emergency Response Act (AHERA). A total of twenty-one bulk samples were collected from the roof and submitted for laboratory analysis, with thirty sample layers analyzed using Polarized Light Microscopy (PLM) by Environmental Testing Laboratories, Inc. The analytical work was completed on March 13, 2026, with results received by Atlas on the same date.

All thirty sample layers analyzed tested negative for asbestos content (No Detected/ND), indicating that the roofing materials, flashing, and caulking materials sampled do not contain asbestos above detectable levels. The sampled materials included roofing material with black tar and perlite, roofing material with black tar, perlite and vapor barrier, silver flashing, beige caulk, gray caulk, black tar penetration roofing, and gray expansion caulk—all classified as non-friable materials. The report notes that all materials tested were non-friable and that no asbestos-containing materials were identified. Atlas specified that if additional materials are discovered during roof replacement activities that were not included in this survey, such materials should be assumed to contain asbestos until sampled and analyzed by a licensed building inspector and laboratory.

Mr. Michael Flowers Detroit Public Schools Community District Office Of Environmental Health & Safety 1601 Farnsworth Street Detroit, Michigan 48207

Subject: Limited Asbestos Containing Material Bulk Sampling Report Burton International Academy 2001 Martin Luther King Jr. Boulevard Detroit, Michigan 48208

Project #: 188BS26134

Dear Mr. Flowers, Atlas Technical Consultants (Atlas) was retained by the Detroit Public Schools Community District (DPSCD) to perform asbestos sampling at the above referenced site. The purpose of this sampling was to identify and collect samples of suspect asbestos containing building materials (ACBM’s) prior to renovation and/or demolition activities.

The limited asbestos sampling was conducted on March 9, 2026, by Atlas Industrial Hygienist, Ms. Kari Lamprich, State of Michigan certified asbestos inspector. The sampling was conducted in accordance with sampling criteria specified in the Occupational Safety and Health Administration’s (OSHA) Asbestos Construction Industry Standard (29 CFR 1926.1101), and the Asbestos Hazard and Emergency Response Act of 1987 (AHERA).

SUMMARY OF ACM SURVEY ACTIVITIES AND SURVEY FINDINGS

Atlas arrived at the above-mentioned location at the request of DPSCD to sample suspect asbestos containing building materials on the roof. A total of twenty-one (21) bulk samples were collected and submitted for analysis by Polarized Light Microscopy (PLM). Of the twenty-one (21) samples submitted, thirty (30) sample layers were analyzed for asbestos content.

The description, location and type of material sampled can be found in Table 1 along with the results of analysis. Analytical data sheets and chain-of-custody information for the collected samples are provided in Attachment A.

LIMITATIONS

This report is prepared for the express use and benefit of DPSCD, its agents and employees. The information in this report or portions thereof may be required to be included in notifications to employees, contractors or other visitors to the buildings. This report is not intended to be used by the owner or its agents as a specification or work plan for any of the work suggested or recommended in the report. This report is based upon conditions observed at the property and information made available to the surveyor on the above-mentioned date. This report does not intend to identify all hazards, nor to indicate that other hazards do not exist at the premises. Atlas made their best effort to determine the location of inaccessible ACBM’s. Atlas shall not be responsible for identifying all ACBM’s located behind walls and/or columns, beneath flooring, above solid ceilings, underground or any other inaccessible areas. If material is found during the course of renovations that is not listed in this asbestos report the material should be assumed as asbestos containing until it can be sampled by a licensed building inspector and analyzed at a laboratory.

Atlas is pleased to be of continued service to DPSCD and we look forward to continue working with you in the future. If you have any questions or comments regarding the information in this report please contact us at 249-669-5140.

Respectfully submitted, Atlas Technical Consultants LLC

Notes:

1. Indicates whether a material is friable or non-friable. A friable material is that which can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friable ACM presents a higher hazard potential than non-friable materials.

2. Six types of asbestos minerals are known to exist: (A) Amosite, (B) Anthophyllite, (C) Actinolite, (D) Chrysotile, (E) Crocidolite, (F) Tremolite. All detected concentrations are approximate.

400 Point Count Results by EPA 600/R-93/116 PLM (denoted by "PC")

Item 198.1: PLM Methods for Identifying and Quantitating Asbestos in Bulk Samples

Item 198.6: PLM Methods for Identifying and Quantitating Asbestos in Non-Friable Organically Bound Bulk Samples

EPA 600/R-93/116: Method for Determination of Asbestos in Bulk Building Materials

EPA 600/M4-82-020: Interim Method for Determination of Asbestos in Bulk Insulation Samples

A % Asbestos result of "Trace" indicates that the analyzed material was found to contain less than 1% asbestos and would not be considered an Asbestos Containing Material (ACM).

Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any

PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.
