About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA) is seeking qualified contractors to install card readers at the Cincinnati VA Medical Center and Ft. Thomas Domiciliary in Ohio and Kentucky. The project, solicitation number 36C25025Q0476, involves installing security hardware modifications, including relocating an existing camera and implementing physical access control system (PACS) devices in specific facility areas such as the Armory, Canteen Offices, and Police spaces. Contractors must comply with the Physical Security Resilience Design Manual requirements and provide all necessary labor, materials, and equipment for the installation. The solicitation requires VA-certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to submit electronic quotes by June 13, 2025, at 1:00 PM EDT, with a mandatory site visit previously conducted on May 22, 2025. Evaluation criteria are not explicitly detailed, but contractors must demonstrate compliance with safety requirements, including submitting OSHA documentation and meeting specific safety performance metrics.
The contract is 100% set aside for SDVOSBs, with an estimated project value between $25,000 and $100,000. Johnson Controls is identified as the primary technology provider for the existing access control infrastructure, which influences the project's technical specifications. The performance period is 120 days from the notice to proceed, with work to be completed at 3200 Vine Street in Cincinnati, OH and the Ft. Thomas location. Contractors must adhere to Davis-Bacon wage determinations for Hamilton County, Ohio, and Campbell County, Kentucky, with specific hourly rates for various construction trades. Additional requirements include compliance with VHA Directive 1192.01 regarding seasonal influenza vaccination for healthcare personnel and submission of a pre-award contractor safety and environmental record evaluation. The project involves installing dual authentication card readers, electric strikes, and new access control panels across multiple rooms and buildings, with an Infection Control Risk Assessment (ICRA) Level 2 classification.
