Annual Bulk Petroleum Purchase for Western Pacific and Middle East Regions

Description:
The WESTPAC Purchase Program covers the annual bulk petroleum requirements under the Western Pacific and Middle East Regions (F76, JA1, JP5, JP8, and RME180). Cost savings strategies under this solicitation include a minimum lift guarantee of 90% and use of the Reverse Auction tool. Delivery modes will be by tanker, barge, tanker truck, railcar and pipeline. FOB Destination tanker offers will not be accepted. These requirements may increase during the delivery period and be met by supplemental solicitations tied to SP0600-14-R-0077. Details of the requirements for this procurement are as follows:

Delivery Period:
Under Purchase Program 1.1a, 1.1c, and 1.1h, the delivery period is from January 1, 2015, through December 31, 2015, plus a 30-day carry-over period. The 30-day carry-over period allows for delivery of orders placed prior to the end of the ordering period.
Solicitation Availability:
This solicitation will be available on the World Wide Web at www.fedbizopps.gov on or around April 28, 2014. Please be advised that a hard copy solicitation will not be available. If you intend to submit an offer, you are requested to return a completed and signed Offeror Submission Package to the DLA Energy bid custodian before the closing date and time. E-mail offers are authorized via BulkFuelsBidCustodian@dla.mil. Facsimile offers are authorized, 703-767-0488/9044. The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars.
