• Enterprise Business System is DLA’s enterprise approach aimed to utilize the necessary leading edge technology to allow DLA to focus on its core business: Supply Chain Management.

– EBS was established to manage functional boundaries, integrate project schedules, leverage existing solutions, and manage resource requirements and risk.

– EBS will also enable DLA to consistently deliver new capabilities while minimizing risk to our agency, our customers and our suppliers.

– EBS supports the agency’s business transformation. EBS integrates all of DLA’s enterprise systems used to support the warfighter, including operations and financial management.

• Suppliers need to establish accounts/access within the following systems:

– System for Award Management (SAM): To be eligible for orders

– DLA Internet Bid Board System (DIBBS): To receive orders

– My Invoice: To check status of payments

– Wide Area Workflow (WAWF): To invoice

• Suppliers will be required to register in the System for Award

Management (SAM). The registration process will provide each supplier with a Commercial and Government Entity (CAGE) code:

– The CAGE is used by DIBBS to send notices to a supplier about solicitations and awards; users can simplify searches for documents by using the CAGE code.

– A Supplier Record is required to award a contract to a supplier. This record is established in EBS using SAM.

– Foreign Vendors must also register in SAM.

– Suppliers must appoint a representative to administer the Supplier’s WAWF accounts.

– SAM registration will include banking information to be used to pay a supplier.

– Web-based application for viewing:

– DIBBS also sends solicitation and award notices to the e-mail address associated with the supplier

• MyInvoice:

– It is a web-based application

(https://myinvoice.csd.disa.mil/) for Suppliers and Government users to obtain status of Supplier invoices.

– It consolidates invoice information, paid and unpaid, as provided by numerous DFAS payment systems, into a central repository.

– Users may query and view data and download information for further analysis

– Viewable data is retained for only 4 months. Recommend generating a new spreadsheet for each month to capture all transactions.

• Supplier use of Wide Area Workflow (WAWF):

- In March of 2008, DoD issued a final rule that requires the use of WAWF as the only acceptable electronic submission for payment under Department of Defense contracts for Suppliers.

- WAWF is a secure, web-based system that automates the payment process by acting as a repository of documents for invoices and goods receipts as well as the conduit for Electronic Funds Transfer (EFT) information, necessary for making electronic payments possible.

- Suppliers will utilize WAWF to submit invoices, generate receiving reports for customers to review and capture quality data associated with a delivery.

- When invoicing in WAWF, the supplier must reference the line item on the purchase or delivery order (not the line item on the contract).

• Wide Area Workflow (WAWF): A DoD system that automates processing of payment documents in a “paperless” web-based environment

- Electronically captures and coordinates payment information

• Supplier: Responsible for initiating a payment request in WAWF. After goods and/or services are delivered according to contract terms, the Supplier electronically creates and submits the Invoice and Receiving Report documents in WAWF.

• Inspector: Examines the goods and/or services if it is required by the contract. The

Inspector is responsible for electronically indicating inspection in WAWF on the Receiving Report and has the ability to add quantity received.

• Acceptor: Responsible for digitally signing the Receiving Report to signify acceptance or rejection of goods and/or services. Sometimes the Inspector and Acceptor are the same individual.

Suppliers will request the Supplier Role; Customers will request the Acceptor Role:

• Supplier Role

- Submit Invoices and Receiving Reports

- Check the status of documents in the History Folder

- Correct and resubmit rejected documents

- Receive e-mail notification of awaiting actions

• Acceptor Role

- Accept documents

- Place documents on hold

- Reject the document back to the Supplier

- View documents and check their status

- Correct and resubmit receiving reports that were previously rejected
