About this opportunity
The Department of Energy, through Oak Ridge National Laboratory, is seeking a vendor to fabricate a radial collimator for the High Flux Isotope Reactor (HFIR) HB-2A POWDER instrument's Modular Interdigitated Detector Array System (MIDAS) upgrade. The solicitation requires the development of a fine radial collimator with a two-degree oscillation system to improve neutron scattering data acquisition and reduce background noise. Proposals will be evaluated using a best value tradeoff method with three equally weighted criteria: Manufacturing/Fabrication Plan and Schedule, Company Experience/Past Performance, and Quality Assurance Program. The Request for Proposal (RFP-PR368222) specifies that technical proposals are limited to 25 pages and must be submitted by May 9, 2025, at 12:00 PM EST. Vendors must provide comprehensive technical and pricing information in U.S. Dollars, with technical merit considered more important than price.
The contract is not set aside for small businesses and is classified under NAICS code 333248 (All Other Industrial Machinery Manufacturing). The anticipated subcontract will be a firm-fixed price type with a performance period from May 7, 2025, to March 2, 2026. The place of performance is Oak Ridge, Tennessee, with the specific location being the Oak Ridge National Laboratory. While no specific award value is explicitly stated, the solicitation indicates payment terms of Net 30 days for large businesses and Net 15 days for small businesses. The radial collimator is a critical component designed to improve instrument experiment throughput by decreasing scan times by approximately 30x, with specific technical requirements including 308 total foil blades, a 0.502-degree blade angle, and an active height of 316 mm at the outer radius. The project involves precision engineering to enhance neutron scattering data collection capabilities for scientific research.
Notice text
The High Flux Isotope Reactor (HFIR) HB-2A POWDER instrument is undergoing an improvement project to upgrade the detector with the Modular Interdigitated Detector Array System (MIDAS). This new detector upgrade will allow for continual coverage of the powder diffraction neutron scattering volume without rotation of the detector, as the current instrument operates. This will provide a significant increase in instrument experiment throughput by decreasing scan times by roughly 30x. Part of the new detector array will require a fine radial collimator to filter the sample scattered neutrons and provide adequate detector resolution for proper data acquisition. The new radial collimator will require an oscillation system (±2 degrees) to effectively reduce background noise and unnecessary scattering from the sample environment. The collimator will be mounted above the oscillation system and the assembly will be located inside the instrument shielding between the sample center and the detector array. Specification - HB2A-EQ-20-0001 outlines the technical specifications for the fabrication and procurement of the MIDAS radial collimator and RFP-PR368222 outlines technical and price proposal requirements.
