About this opportunity

The Department of Energy seeks fabrication and delivery of a complete polarizing cavity and magnetic housing assembly for the High Flux Isotope Reactor GP-SANS instrument at Oak Ridge National Laboratory, with proposals due August 3, 2026. This is a competitive fixed-price solicitation with no small business set-aside.

Place of performance is Oak Ridge, Tennessee. The polarizer must accommodate a 4 cm × 4 cm collimated neutron beam in transmission geometry, achieve minimum 95% neutron beam polarization and 30% transmission, operate within wavelengths of 4 Å to 10 Å (with optional extension to 2.8 Å or longer than 10 Å), incorporate a super mirror coating (m=1), and maintain magnetic stray field not exceeding 15 Gauss at 300 mm distance. Guide body length must be 1,300–1,500 mm with minimum 40 mm cross-section at entrance and exit. The device must be compatible with rough vacuum (1.0×10³ Torr) and include reference marks, laser reflector holes, and lifting fixtures with M8 holes. The seller is responsible for complete design documentation in CREO, STEP, IGES, or PDF format; quality assurance program submission; final design review prior to fabrication; comprehensive testing including magnetic field strength and neutron polarization measurements; dimensional inspection per drawing CG2-M-20-U-0018-R00; and packaging in a wooden crate with shock detection device for F.O.B. delivery to Oak Ridge. ORNL prefers delivery by May 1, 2027, and will not perform quality testing during manufacturing but will accept coupon samples for coating verification and assist with complete assembly performance measurement post-delivery.

The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). Technical evaluation factors, in descending order of importance, are Technical Approach, Management Approach, Past Performance, and Exceptions. Payment terms are Net 30 for large business or Net 15 for small business upon final acceptance via electronic funds transfer in U.S. dollars. Proposals must include a technical proposal not exceeding 20 pages (excluding resumes), detailed cost proposal, exceptions/non-compliance statement, and representations and certifications (Attachment D for domestic, Attachment E for international companies) if exceeding $15,000. Procurement Officer: Bill Mitchum, (865) 341-2745 (desk), (865) 313-0985 (mobile), mitchumwc@ornl.gov. Amendments 01, 02, and 03 corrected drawing references, extended the deadline, and added Q&A to offerors.

AMENDMENT 03:

ADDS: Attachment H – Q and A to Offerors

AMENDMENT 02:
Extends Date Offers Due to 08/03/2026.

The High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory (ORNL) is a high-flux research reactor that, in addition to isotope production, serves as a steady-state neutron source for a suite of neutron scattering instruments. Among these, the General-Purpose Small-Angle Neutron Scattering (GP-SANS) instrument is being upgraded to incorporate incident beam polarization capabilities. This enhancement will enable spin-resolved SANS measurements, allowing for the separation of nuclear and magnetic scattering components and facilitating studies of magnetic order, spin textures, and correlated spin structures. A critical component of this upgrade is the integration of a polarizing cavity, which utilizes magnetized supermirrors or transmission-based polarizers to produce a beam of neutrons in a well-defined spin state prior to their interaction with the sample. This capability is essential for conducting polarization analysis and advanced techniques such as polarization contrast measurements and vector-magnetic SANS.

This specification defines requirements for materials of construction, fabrication, inspection, and delivery to the Company of a complete polarizing cavity and magnetic housing assembly. The polarizing cavity and magnetic housing assembly shall be installed at the GP-SANS instrument.
