About this file

This is a Questions and Answers document for RFP PR449089 GP-SANS Polarizer issued by UT - Battle, LLC at Oak Ridge National Laboratory (ORNL), dated July 27, 2026.

The document addresses three inquiries from potential offerors. Regarding delivery timeline, ORNL indicates a preferred delivery date of May 1, 2027. On the request for SolidWorks CAD models of the magnet housing (Attachment G), ORNL declined to provide the 3D models due to proprietary information restrictions. Concerning testing and verification procedures outlined in Attachment A, ORNL clarified that it cannot perform quality testing for offerors during development and manufacturing phases, as doing so would require prohibitively expensive beamline setup and could create bias concerns among competing offerors. However, ORNL confirmed it will accept small coupon samples from offerors for M value verification of coatings and will provide assistance with measuring the performance of the complete assembly if needed. ORNL directed offerors to seek testing support from university research reactors and provided a link to a U.S. Department of Energy-maintained list of available facilities.

Questions and Answers RFP PR449089 GP-SANS Polarizer UT - Battle, LLC at ORNL As of 07/27/2026 Question Answer Can you inform me about the date of delivery of the equipment? We would like delivery by May 1, 2027, if possible.

Please can you send the SolidWorks model for the magnet housing (Attachment G)?

We cannot share the 3D CAD models because they contain proprietary information.

Attachment A discusses testing of the polarizer. We don't have access to neutron measurements. For the verification of the M values of the coatings, we will need to submit small coupon samples for ORNL to measure. We will also need ORNL help to measure the performance of the entire assembly if that is needed.

Regarding testing, we are not able to perform the quality testing for offerors during development and manufacturing. Doing so would require setting up a beamline, which would be prohibitively expensive. We are also concerned about the appearance of bias if ORNL were to perform testing for one offeror but not others. We can suggest looking for testing support at university research reactors.
