About this opportunity

The Department of State seeks construction of a concrete parking lot at the U.S. Embassy in Panama City, with quotations due August 31, 2026 at 3:30 p.m. local time (extended from the original August 25 deadline by Amendment 0001). Award will be made to the lowest-priced acceptable quoter on an initial-proposal basis, though discussions with companies in the competitive range may occur if necessary.

Place of performance is Panama City, Panama. The project involves converting an existing gravel area behind the Embassy Compound Warehouse into a parking lot with approximately 10 parking spaces, including excavation and grading, subgrade proof-rolling, aggregate base course installation, Portland cement concrete pavement construction, concrete curbs and wheel stops, storm drainage structures and piping, pavement markings, and final cleanup. The concrete pavement shall be 6 inches thick with 5,000 psi compressive strength and 0.45 maximum water-cement ratio. Amendment 0002 (issued September 9, 2026) reduced scope by eliminating synthetic fiber reinforcement in favor of 3/8-inch rebar at 0.10-meter spacing in both directions, removing the storm drainage trench/grille structure, and reducing the concrete pavement area by approximately 140 square meters.

Performance shall commence within 10 calendar days of Notice to Proceed and be completed within 45 business days thereafter, though contractors may propose extended timelines. The anticipated contract value ranges from $25,000 to $100,000 USD. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1LZ, Construction of Parking Facilities. All work must comply with OBO 2025 Code Standards, AASHTO, ASTM, ACI, FHWA/MUTCD, and OSHA. Quoters must be SAM-registered, establish or maintain a business presence in Panama, possess prior construction experience with references, maintain all required local licenses and permits, provide an English-speaking on-site supervisor, and submit quality control and occupational safety plans. Questions are due August 13, 2026 at 10:00 a.m. local time.

Dear Prospective Offeror:

Subject: Request for Quotes NEC - Warehouse Parking Lot

Enclosed is a Request for Quotes (RFQ) for 19PM0726Q0018 NEC - Warehouse Parking Lot. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

AMENDMENT / MODIFICATION OF SOLICITATION No.: 19PM0726Q0018 – NEC - Warehouse Parking Lot Amendment No.: 0001 Date: August 25th, 2026.

  1. Purpose of Amendment This amendment is issued to extend the solicitation closing date and to incorporate substantive technical clarifications resulting from the Pre-Proposal Conference/Site Visit held on August 11, 2026.
  2. Extension of Closing Date The solicitation due date and time is hereby extended as follows:

Previous due date: August 25, 2026, 03:00 PM (local time) New due date: August 31, 2026, 03:30 PM (local time)

No quotations will be accepted after this new date and time.

  1. Summary of Substantive Changes

The following clarifications and changes are incorporated into the solicitation and supersede any prior answers issued in the Q&A:

a. Parking Lot Elevation / Level Changes The overall parking lot level will be set to match the existing concrete warehouse sidewalk elevation. As a result:

  • Existing manholes and infrastructure will remain at their current levels — no demolition or lowering is required.
  • No relocation of existing utilities (sanitary sewer, storm drainage, electrical manholes) is required; no differential leveling will be needed.

b. High-Voltage Electrical Boxes Due to the elevation change described above, de-energization coordination with the COR for high-voltage catch boxes will no longer be necessary, as these boxes will not be modified.

c. Curb Detail The curb detail will remain Type A. Because the parking lot level will match the sidewalk elevation, curbs will not run along the sidewalk in that area.

d. Base Material at Curb/Gutter Areas For any remaining curb/gutter Type B condition, all base material must be new — reuse of existing crushed rock base is not permitted.

e. Contract Performance Period The contract completion period is extended from 45 business days to 60 business days after Notice to Proceed (NTP). Offerors should refer to the Holiday list published in Section J of the RFQ when planning the schedule.

f. Updated/Additional Documents Incorporated by this Amendment The following revised and additional documents are hereby incorporated into the solicitation, superseding their previous versions where applicable:

  • Attachment 2 – Statement of Work, Revision 02
  • Attachment 3 – Drawings, Revision 02 (Sheets 1/4 through 4/4)
  • Preproposal Conference Minutes, dated August 13, 2026
  • 60-Day Construction Schedule Template (for planning purposes)
  1. Effect on Quotations All other terms and conditions of the solicitation remain unchanged. Offerors who have already submitted a quotation may submit a revised quotation reflecting these changes prior to the new closing date.
  2. Acknowledgment Offerors must acknowledge receipt of this amendment in accordance with Section J of the RFQ, either by signing and returning a copy of this amendment, or by identifying the amendment number and date on the quotation submitted.
