About this file
This is a Summary of Statement of Work (SOW) Revisions document for a concrete parking lot construction project at the U.S. Embassy in Panama City.
The project involves constructing a 14-space concrete parking lot behind the Embassy Compound Warehouse to address parking shortages and reduce traffic congestion. The existing gravel area will be converted into a government vehicle parking facility using concrete construction matching the specification of existing Embassy roads and parking infrastructure. Eight substantive revisions were made to the final SOW from the draft version, including: (1) correction of the running header to specify "NEC - Warehouse Parking Lot"; (2) clarification of the post location to "United States Embassy, Panama City, Panamá"; (3) expansion of project background to clarify location, purpose, capacity, and operational benefits; (4) correction of existing ground conditions description from "landscaped soil" to "existing soil"; (5) minor wording change from "defines" to "includes" in the scope introduction; (6) addition of explicit reference to OBO 2025 Code Standards as a governing requirement alongside U.S. Government standards, AASHTO, ASTM, ACI, and applicable local codes; (7) clarification that all work must be coordinated with the Contracting Officer's Representative (COR) to ensure minimal disruption and compliance with Embassy security requirements; and (8) addition of a concrete pavement section detail figure specifying 150mm x 150mm W1.4xW1.4 welded wire fabric reinforcement, joints at 3.65m on-center without dowels, and 100mm aggregate base course. The document emphasizes that no changes were made to pavement design thickness, concrete mix design, testing frequency, or warranty requirements.
