Statement of Work Summary
This Statement of Work (SOW) describes the construction of a reinforced concrete parking lot at the U.S. Embassy compound in Panama City, Panama, located behind the Warehouse in the NEC (Non-Exchangeable Commodity) compound at AVE. Basilio Demetrio Lakas, Clayton. The Facility Management Office has determined the need for this project to improve vehicle accommodation, circulation, and operational safety by converting an existing gravel path into a concrete parking lot containing 14 parking spaces with the same structural design as existing Embassy roads and parking areas. The project was prepared by the U.S. Department of State's Management and Facilities office (MGT/FAC) with a preparation date of July 2026 and an estimated start date to be determined (TBD).
The contractor must furnish all labor, materials, equipment, testing, supervision, and documentation required for project completion, including clearing and grubbing, excavation and grading, subgrade stabilization, geotextile and geogrid installation, crushed aggregate base course placement, Portland cement concrete pavement construction (6 inches minimum for light vehicles, 5,000 psi compressive strength), concrete curbs and wheel stops, sidewalks, ADA ramps, storm drainage structures with H-20 traffic-rated components, pavement markings, and MUTCD-compliant signage. All work must comply with OBO 2025 Code Standards, AASHTO, ASTM, ACI, OSHA, and applicable local codes. The contractor must coordinate with the Contracting Officer's Representative (COR), conduct periodic progress meetings, provide comprehensive quality control and testing plans (including soil, aggregate, and concrete testing), and submit deliverables including shop drawings, pavement details, quality reports, as-built drawings, and warranty documentation. Critical inspection hold points include subgrade acceptance, base course acceptance, reinforcement inspection, concrete placement inspection, concrete strength testing, and final inspection. The concrete must cure for a minimum of 7 days with no traffic permitted during this period, and drainage must be designed for a minimum 10-year storm event.

STATEMENT OF WORK (SOW)
Project Concrete Parking Lot Construction – WAREHOUSE / NEC Compound
Location U.S. Embassy Panama City, Panama Clayton, Panama
Prepared By:
FAC / MGT – U.S. Department of State
Estimated Start Date:
TBD
PART ONE – GENERAL
1. Summary The Facility Management Office (FAC) has determined the need for construction of a structurally engineered reinforced concrete parking lot to improve vehicle accommodation, circulation, and operational safety within the Embassy compound.
The location of this project will be behind the Embassy Compound Warehouse, an existing gravel path will be turned into concrete parking lot for government FAC vehicles. The new parking lot will consist of 14 parking spaces and a turnover of the same concrete structure as the existing roads and parking lot in the Embassy compound. The new parking lot addition will provide the best solution for the shortage of parking spaces in the Embassy, creating more parking available in the GOV lot and less traffic congestion.
The existing area consists of existing soil that does not provide adequate structural support for vehicular loading and is susceptible to moisture infiltration, settlement, and operational safety risks during Embassy operations and heavy rainfall events.
This Statement of Work (SOW) includes the technical requirements for:
• earthworks
• subgrade stabilization
• aggregate base installation
• Portland cement concrete pavement construction
