Update #3 ·

Added: July 26, 2007 Modified: September 11, 2007Track Changes Industry is notified that the NAICS Code for the MSTEC acquisition is changed from "517910" to read "334511". As part of this change, the Small Business Administration size standard is changed from "$13.5M for NAICS 517910" to now read "750 employees for NAICS 334511" under this acquisition. The MSTEC acquisition remains a full and open competitive source selection without restriction to business size. Since the RFP under this acquistion will be released in near real-time, interested offerors are advised to address any questions relating to this FedBizOpps posting to the identified Government POC immediate. The MSTEC Government team looks forward to receipt of proposals from interested, qualified sources in response to the upcoming release of the RFP under the MSTEC acquisition.

Update #2 ·

Added: July 26, 2007 Modified: August 21, 2007Track Changes This amendment is issued to advise that the MSTEC source selection will be a Performance Price Tradeoff (PPT). Also, the revised draft SOW and CDRLs to the Mode S requirements were posted to FedBizOpps on 17 and 20 Aug 2007, respectively. We strongly encourage input of interested firms with responses due no later than 24 Aug 2007. Your input will assist the Government in issuing a thorough, comprehensive RFP. Administrative note that the FedBizOpps Archive date of the MSTEC acquisition is left open at this time with no final date.

Update #1 ·

Added: July 26, 2007 A competitive acquisition is anticipated to be held for Mode S Elementary and Enhanced Surveillance Testing Capability in the areas of design, implementation, installation, test and evaluation. This will include ongoing technical support from the contractor during the five-year duration of the proposed contract. The identified Mode S is a stand-alone system. Further detail is provided in the Draft Statement of Work (SOW) and Contract Data Requirements List (CDRLs) which have been uploaded as part of this Mode S Test and Evaluation Center (MSTEC) notice. This MSTEC posting is similar to a posting made this date under the ACTFAST identifier; however, the latter identifier is not appropriate for the acquisition of thisstand-alone Mode S system. This FedBizOpps posting stands up the MSTEC acquisition. The next posting under MSTEC will be the formal Request for Proposal (RFP) in Aug 2007. Offerors will have thirty (30) calendar days to provide complete proposals. It is anticipated it will be a best value source selection. Further, that all evaluation factors other than price, when combined, will be significantly more important than price. However, price will contribute substantially to the award decision. The Government anticipates a ceiling price of no more than $5M under the Mode S acquisition with award of contract in Nov 2007. The draft SOW and CDRLs that are specific to the Mode S requirements are part of this posting. Industry is encouraged to provide comments on the attached draft SOW and CDRLs. Responses to the SOW and CDRLs will be addressed to joanne.eldredge@edwards.af.mil and are due no later than 4:00 PM (local time) on 06 Aug 2007. Firms can respond under either this MSTEC posting or the ACTFAST posting (both postings made this date); however, note should be made that all future Mode S postings will be made only under MSTEC and Solicitation No. FA9302-07-R-0005.
