Flight Test Center, AFFTC/PKEAD, 5 S. Wolfe Ave, Edwards AFB, CA 93524 Description:
1. Prior to issuance of the RFP on 31 Aug for this effort, the Government is soliciting feedback from interested sources on the items listed below that refer specifically to the stand-alone Mode S Center Agent (MSCA) system. We recognize that there is a certain degree of development to the MSCA system. Industry has strong technical expertise that may be factored in as a part of Government decision on this work effort. The items are:
a. Contract Type
i. The first line item under the RFP will be the stand-alone Mode S Center Agent (MSCA) system. What contract type does your company believe best fits this one line item, i.e., fixed price or cost reimbursable? Also, please provide your rationale to support your statement.
ii. What does your firm view as the strongest incentive on contract type, for the MSCA line item alone, if the Government seeks an aggressive, accelerated delivery schedule, i.e., firm fixed price, fixed price incentive fee, cost plus incentive fee, cost plus fixed fee, cost plus award fee, etc? Please provide your rationale to support your statement.
b. Delivery Schedule
i. What do you believe is a realistic date (number of months) for delivery of the entire system, including completion of installation at the Government site?
ii. Based on an aggressive, accelerated delivery schedule, what is your best estimate (number of months) for delivery of the entire system, including completion of installation at the Government site?
2. This posting includes the updated MSTEC Draft Statement of Work (SOW) dated 14 Aug 2007 which is a separate attachment to this FedBizOpps posting. Interested firms are strongly encouraged to provide input/comments on the SOW. Input should include any and all questions that your company may have that will enable your firm to fully respond to the upcoming RFP.
3. Your input to the above questions on the MSCA system and the attached draft SOW are necessary to assist the Government in issuing a thorough and comprehensive Request for Proposal (RFP). The information is requested no later than 24 Aug 2007 due to the short turnaround for issuance of the RFP. Industry is encouraged to e-mail or call the identified point of contact (POC) under this posting in real time, as often as needed during the week of 20 Aug, in constructive, ongoing discussions to bring all open items and questions to closure NLT 24 Aug. As needed, informal working teleconferences will take place between your company and the Government program/technical team as coordinated through the POC.
