Description:

AMENDMENT TO SOLICITATION: The Performance Work Statement (also identified as SOW) dated 24 Sep 2007, which was released as Attachment 1 under the MSTEC RFP on 26 Sep 2007, is deleted in its entirety and replaced (in its entirety) by the Performance Work Statement dated 04 Oct 2007. There is also a change in page count in that the 24 Sep 2007 document had a total page count of eleven (11) pages; whereas, the 04 Oct 2007 document has a total page count of twelve (12) pages.

This revised, updated Performance Work Statement was necessitated to clearly identify the Government requirement that the MSCA, as well as the MSCA control and analysis functions, shall be mobile/transportable.

All updates/additions to the Performance Work Statement (PWS) dated 04 Oct 2007 are in the following paragraphs as identified:

Paragraph 3.1.1

Paragraph 3.1.3

Paragraph 3.1.5

Paragraph 3.2.9

Paragraphs 3.2.9.1, 3.2.9.2, and 3.2.9.3 (additions to the PWS)

The revised, updated Performance Work Statement is a separate attachment under FedBizOpps on the same date of the posting of this explanation of the updates to the Performance Work Statement.

All references to the Performance Work Statement in the MSTEC RFP are changed to reflect the revised update of 04 Oct 2007, 12 pages. This change will be identified throughout the Government documents upon award of the MSTEC contract.

A third posting is made to FedBizOpps this same date to provide responses to queries from interested firms. Under this competitive, full and open acquisition, response is posted to FedBizOpps for all interested sources. This ensures that all interested firms have the same information and maintains the integrity of the MSTEC competitive acquisition.

Any Industry questions/comments shall be referred to the identified Government POC via e-mail for expediency purposes. If any questions/comments, these are to be addressed to the Government POC immediately to maintain the schedule of this acquisition; thereby, meeting the need date of Oct 2008 for required design, build, installation, and completion of successful testing of the MSCA system.
