1.0 Introduction

The Air Force Flight Test Center (AFFTC) supports testing and certification of aircraft avionic systems that employ data link communications. The capability supports System Integration Lab (SIL) and aircraft ground and flight testing programs that support aircraft certification of data link systems. Certification allows military aircraft to meet the operational requirements as established by national and international agencies.

In addition to functional test support, AFFTC also supports Information Assurance (IA) and system susceptibility/vulnerability testing for data link equipped aircraft.

European air traffic control authorities have established a requirement that aircraft in their airspace provide status data via Mode S services. The mandates cover data in two sets of Mode S transponder registers referred to as Elementary Surveillance (ELS) and Enhanced Surveillance (EHS). The mandates take effect on 31 March 2007 for civilian aircraft and on 31 March 2009 for US military aircraft flying in airspace controlled by Germany, France, Belgium, The Netherlands, Luxembourg, Switzerland, and the United Kingdom.

The US Air Force is equipping aircraft with the appropriate avionics to meet the ELS and EHS mandates. The Air Force plans to test the MODE S ELS and EHS functions at the AFFTC to ensure compliance. The required test capability must be added to the AFFTC data link test capability in sufficient time to meet the 31 March 2009 requirement.

2.0 Scope

The purpose of this Statement of Work (SOW) is to define the requirements for the design, implementation, installation, test, documentation, logistics, maintenance, training and program management for adding a stand alone test support capability for support of evaluation and certification of Mode S data link systems installed on military aircraft. The system is identified as the Mode S Center Agent (MSCA) and will be installed at Edwards AFB and will provide test support capabilities during flight test events for MODE S equipped aircraft.

3.1.13 MSCA shall display decoded information from MODE S ELS and EHS messages on a geographic map that displays the area from 0 to 100 nautical miles from the interrogator antenna location. The displayed movement of the aircraft shall be as determined by information obtained from MODE S ELS and EHS messages from the aircraft. The displayed information shall remain on the screen for the duration of a test event.

3.1.14 MSCA shall contain a software simulation of an interrogator, transponder and the interface between them. Simulation data shall be monitored and displayed on the MSCA in the same way as during an actual test event.
