About this opportunity
The Commander, Navy Installations Command (CNIC) is seeking comprehensive Fleet and Family Support Program (FFSP) services through a firm-fixed-price contract to support active duty personnel, retirees, civilians, and their families across CONUS and OCONUS locations. The procurement requires two primary capabilities: global staffing to augment existing FFSP personnel through remote service delivery and surge/on-demand support, and webinar hosting and production services via a learning management system. Services must cover four critical functional areas including Work and Family Life, Counseling/Advocacy/Prevention, Sexual Assault Prevention and Response, and Integrated Primary Prevention. The contractor must provide an innovative technology platform meeting FedRAMP Moderate and DoD Impact Level 4 requirements, maintain capability for both remote ongoing positions up to 12 months and surge support from 1-180 days, and ensure 24/7 crisis response capabilities. Proposals are due July 3, 2025, with evaluation based on technical capability, management approach, quality control, and past performance, with a technical proposal limited to 40 pages.
This solicitation has no set-aside designation and identifies Zeiders Enterprises as the incumbent contractor. The contract structure includes a base year beginning October 1, 2025, plus four option years running through September 2030, with surge support capped at $60,000 per year. The labor allocation matrix specifies staffing requirements across four super regions (East, Southeast, West, and OCONUS Pacific) with total FTE counts ranging from 1 to 48 per labor category depending on the role, including positions such as Remote Clinical Counselors, SAIL Case Managers, and Mobile Training Team personnel. Performance will occur globally across numerous naval installations and satellite offices, with the primary place of performance listed as Millington, TN, though services will be delivered through remote, mobile, and onsite modalities. The contract requires SECRET facility security clearance for personnel supporting specific overseas locations including Bahrain and Djibouti.
