About this file
This file is a Clarification Questions and Answers (Q&A) document for Solicitation N4571A-25-R-0005, a Fleet and Family Support Program (FFSP) Global Staffing contract issued by the Department of the Navy. The solicitation seeks a contractor to provide comprehensive services for active duty, retirees, and their families across CONUS and OCONUS locations, with a focus on four functional areas: Work and Family Life, Counseling/Advocacy/Prevention, Sexual Assault Prevention, and Integrated Primary Prevention.
Key details include a 40-page technical proposal limit, requirements for remote and mobile service delivery, specific labor category requirements (including clinical counselors, schedulers, and mobile training team personnel), and specific technical requirements such as FedRAMP Moderate/IL2 cloud services, call center support, and help desk availability. The contract involves contractor-furnished equipment under CLIN X007, with costs to be covered by the government. Notably, the solicitation requires personnel with security clearance eligibility, emphasizes 24/7 crisis response capabilities, and includes provisions for mobile training teams supporting both CONUS and OCONUS locations. The contract will utilize a Firm Fixed Price structure with specific constraints on invoicing and personnel deployment.

| L-2.2(b) and L-3.2.1 | Pages 106 and 108 | “The technical proposal shall not exceed 30 pages (excluding past performance, resumes, Project Management Professional (PMP), Quality Control Plan (QCP), and price proposal).” “Sub Factor 3: TECHNICAL METHODOLOGY – Limited to 35 one sided pages:” Can the Government please clarify whether the page limit for Volume II Technical is 30 or 35 pages? | 30 pgs. | Please clarify if the page limit for Volume II is 30 or 40 pages. | the page limit for Volume II is 40 pages | ||
| L-2. General Requirements / Pg 105 | |||||||
| L-5. Directions for Submitting Proposals / 113 | The directions for preparing Offeror proposals in section L-2 indicates that the term "electronic proposals" refers to compact disks (CDs) to be provided along with hard copy documents in proposal submissions. However, L-5.1 Directions for Submitting Proposals refers to "Electronic Offers" as a preferred method of submission, via email. |
Questions:
1. Will the Government confirm that electronic (emailed) proposal submissions are sufficient for submission, and confirm that, if submissions are emailed, no hard copies or CDs need to be provided?
| 2. For emailed submissions, will the Government please provide the maximum file size allowed per email? | 1. Confirmed 2. Follow page limit instructions for proposal | For emailed submissions, will the Government please provide the maximum file size allowed per email? | The maximum file size limit for Government email systems is 30mb. Proposals exceeding this size can be sent via DoD Safe. Vendor should request a DoD Safe link be sent from Contracting Officer | |||
| C-12.4.9 C 11.4.29 | Page 50 | PWS Paragraph C-11.4.9: This paragraph includes a reference to Task 4.5.5. However, there is no corresponding PWS 4.5.5. Can the government clarify this requirement so Offeror’s can clearly analyze the Data and Information Technology Analyst personnel qualifications? | PWS Paragraph C-11.4.9: This paragraph includes a reference to Task 4.5.5. However, there is no corresponding PWS 4.5.5. Can the government clarify this requirement so Offeror’s can clearly analyze the Data and Information Technology Analyst personnel qualifications? | See C.4.5.4 | ||
| Attachment 3 | 127 | This Attachment is unclear as presented. Can the Government please review this Attachment and validate the Labor Categories and indicate the required/directed Staffing Levels? Question: For this Firm-Fixed Price Contract, in order for offerors to develop a staffing level of effort (LoE) for the remote staff can the government please provide either the desired LoE or an estimated annual workload by region for the remote staff by Labor Category? (i.e. Remote Non-Medical Counseling Supervisor and Contract Remote Clinical Counselor) | Attachments 3/4/5 updated. | The Remote Clinical Counselor Supervisor labor category listed in Attachment 3 does not appear in Section C-11.4, Personnel Qualifications, of the PWS. Could you please provide the corresponding qualification requirements? | Requirements for Non Medical Clinical Counseling outlined in Section C.4.3.2 | |
| C-1; C-5.1 | pg. 7; 27 | Would the Government consider providing a T&M CLIN for Surge/On-Demand support? | No. All Offerors shall use NTE $60,000 for CLIN X010 | The government previously indicated that CLIN X010 is Firm Fixed Price (FFP). However, the use of "Not to Exceed" (NTE) terminology typically applies to cost-reimbursable contract types. This creates ambiguity, as offerors are unable to develop realistic pricing without clearly defined requirements. |
Could you please clarify the intended pricing structure and how offerors should interpret the NTE reference in the context of an FFP CLIN? The NTE Reference serves as a maximum cap (e.g., for travel or other specific expenses). Offerors must ensure that the fixed price for this component does not exceed the NTE stated value.
Offerors should integrate all cost elements, carefully adhere to the NTE caps, and provide a clear, justifiable breakdown of their pricing structure—demonstrating both accurate cost management and alignment with the solicitation’s requirements.
Section B-2 2 Would the Government consider creating Cost-Reimbursable CLINS for travel and ODCs under this FFP contract? No "Sections C-5.6, C-6.11, C-8.0, H-2, and H-3 of the solicitation indicate that travel costs will be reimbursable. However, the Government’s recent response states that it will not consider establishing cost-reimbursable CLINs for travel and ODCs.
This appears to be a conflict. Could the Government please clarify how travel and ODCs are expected to be handled under the current contract structure?" Contract Surge Support is provided under CLIN 8.0 x010, as referenced in Section C-5.6.
NAFI Directed Training/Travel expenses are specifically assigned to CLIN x009.
Sections H-2 and H-3 outline the procedures and policies for handling travel expenses.
General travel expenses—those not specifically categorized under other directives—should also be processed under CLIN x009
| B-5, C-5.9, C-15.1, C-15.2.1 | pg. 2-6, 31, 56 | If the Government will cover the cost of "contractor-issued equipment,” which includes cell phones, computers, printers, etc. under CLIN X007 “Contractor Issued Equipment, " should the equipment be considered "government-furnished equipment” instead and tracked as such? | See C-15.2.2 CFE costs are to be billed to X007; offeror will purchase and manage the equipment which becomes the property of the government at end of contract | Is the contractor-issued equipment intended to be provided as "contractor-acquired property" in accordance with FAR 52.245-1 Government Property? | Yes |
| Section C-11.3 | 47 | The Contractor shall not invoice for vacant positions." The contract is Firm Fixed Price. How will the cost for vacant positions be reimbursed to the government? How will this cost be determined? | the contractor shall not invoice for vacant positions or services for which they do not provide us. "Reimbursement" should not be necessary | The contract type is identified as Firm Fixed Price (FFP), and as such, there are no billable labor rates specified. Could you please clarify how the contractor is expected to determine or report a “billing rate” for a currently vacant position under this structure? |
Additionally, we recommend including a 45-day grace period to allow sufficient time for recruiting and onboarding a qualified candidate for the vacant role. Vacant Positions – If a position is unfilled, the contractor cannot bill for it.
Unprovided Services – If the contractor does not perform a service, they cannot charge for it.
Invoices must reflect actual work performed and filled positions, ensuring compliance.
| C-17.30 | pg. 61 | Will this contract require an authority to operate for cloud services that are provided? | See section C-5 | Please clarify the requirement for the LMS. The answer to Q 83 indicated a reference to C-5, but C-5 language around the LMS was not changed in the Amendment. The answer to Question 240 indicates “The LMS requires FEDRAMP Moderate and IL2 as a minimum.” Since there is no LMS available that offers IL4 to the private sector (meaning only the government can purchase that version, according to the vendor), we ask that you confirm that IL2 is acceptable for the LMS, so long as it is also FEDRAMP moderate. | IL2 is acceptable for LMS. |
| C-4.5.1.1 |
C-4.5.1.7 C-4.5.12.4 C-4.5.14.5 pg. 22
pg. 23
pg. 25
pg. 26 Is it the government's expectation that a call center will be needed to support scheduling? If so, does the call center solution need to be IL4 authorized? Yes/yes With reference to responses in rows 131 and 241, it is noted that hosting services in AWS US East/West regions under FedRAMP Moderate authorization is deemed acceptable for the Portal, Website, and LMS components. Given the hierarchical structure of DoD Impact Levels, does the integration of an IL2-authorized system within an IL4-accredited environment benefit from the elevated security posture of the IL4 boundary, specifically due to its stricter security controls and protections?
If so, would it be permissible to integrate a FedRAMP Moderate-authorized Call Center as a Service (CCaaS) solution within an IL4-authorized technology platform, provided that:
1. All access to the CCaaS is restricted through the IL4 boundary,
| 2. Adequate technical and administrative safeguards are enforced to protect Controlled Unclassified Information (CUI) | Integrating a FedRAMP Moderate-authorized Call Center as a Service (CCaaS) solution within an IL4-authorized technology platform is possible, but it requires careful compliance with security controls and authorization boundaries. | ||||
| C-5 | pg. 27 | Will cloud services like websites and web portals that are created for FFSP that are hosted in AWS US East/West meet the FedRAMP Moderate / IL4 requirement? | Yes. | With reference to the Government’s responses in rows 241 and 131, which indicate that services operating at IL2/FedRAMP Moderate are acceptable, we would like to confirm our understanding based on the hierarchical nature of DoD Impact Levels. |
Our assumption is that integrating an IL2/FedRAMP Moderate system with an IL4-accredited environment inherently enhances the overall security posture, due to the stricter controls and protections associated with the higher impact level.
| Given this, can the Government please confirm whether it would be acceptable to integrate the proposed IL4 Technology Platform with IL2 systems hosted in AWS US East/West in order to meet the program’s technical requirements? | See answer to question 11 | |||||
| C-7.1 | pg. 38 | Regarding background investigations, such as "10-year reinvestigation for non-child care positions," what type of investigation is required (Tier 1 or Tier 3)? Will the Government follow current guidance? Current guidance for a T3 investigation dictates a reinvestigation is every 5 years (CE Update). If a T1 w/Child Care is required, the reinvestigation is every 5 years. If a T1 is required, the reinvestigation timeline is dependent on the agency's requirement. If there is a 2-year break in service, a new investigation will be required in all instances. | See section C-8.1.6 | We assume that a Tier 3 investigation is needed for a Criminal History Background Check as stated in C-7.1.6. Please confirm. | Yes. See 7.1.6 (1) | |
| C-7.1.4 | pg. 39 | Per the RFP, "At the time that the solicitation is issued, it shall be accompanied by a Contract Security Specification, DD Form 254, in accordance with DoD Directive 5220.22-M, Department of Defense Industrial Security Manual for Safeguarding Classified Information, and any revisions, thereto, as well as Industrial Security Regulation DoD 5220.22-R." Can the Government please provide the DD Form 254 for this contract? | DD 254 will be provided | Please provide the current version of the DD254 dated Apr 2018. | An updated DD254 will be provided | |
| H-4 | pg. 70-71 | Can the Government please provide the appropriate Wage Determination documents? | wage determination can be found at: https://alpha.sam.gov/content/wagedeterminations | Could the Government please specify which Wage Determination(s) apply to this requirement, including the applicable revision, number(s), and effective date(s)? | https://sam.gov/wage-determinations | |
| 6. Will the government provide an inventory listing of this physical equipment? | No; Reference C 15-2.3 for details | To ensure accurate pricing and planning, offerors require a current Government-Furnished Property (GFP) list. In the absence of this list, offerors must assume they are responsible for procuring all necessary items to successfully perform the work. Without access to the GFP list, the incumbent contractor retains a significant competitive advantage. |
Could the Government please provide the current GFP list ? Offeror assumptions correct. Offerors are responsible for procuring all necessary items required to successfully perform the work.
No GFP list will be provided, meaning the government will not supply equipment, materials, or other assets for contract execution.
Offerors should ensure their proposals account for all required resources, as they will need to procure them independently.
15. Are there GFE items to be transferred from the Incumbent contractor to the successor contractor? No; please refer to Section C-15.2.3 for additional details We assume all property (CFE) is to be purchased, managed, and owned by contractor. Please confirm. Contract Furnished Equipment (CFE) bought by the contractor for use under a government contract typically becomes government property if the government reimburses the cost.
If the contractor provides CFE at their own expense and it's not reimbursed by the Government, the equipment is then owned by the contractor
| General Clarification Question | N4571_A25R-00005+00003, Standard F30 Amendment 00003 does not have the effective date listed in Item 3. Will the government provide an updated SF30 listing the effective date of Amendment 00003? | Effective date of Ammendment 00003 will be corrected via Ammendment 00006 | |||
| General Clarification Question | Amendment 00005 provided attachments 2, 3, 4, 5, 8, and 9 but did not include Attachment 6 or 7. Are these attachments “Reserved”, or will they be provided? | Attachment 6 is now reserved and Attachment 7 is the Past Performance Questionare which was released via Ammendment 00002 | |||
| General Clarification Question | Will the Government provide a conformed copy of the RFP that reflects all updates and changes made as a result of Amendment 00005? | Yes | |||
| C-4.3.1.1, C-4.3.1.2 / page 21 | Section C-4.3.1.1 states "Provide immediate intervention and risk assessment IAW best practices in the mental health community and educate and ensure adequate referral and follow-up of any case presenting suicidal or homicidal risk." And, Section C-4.3.1.2 states "Provide after-hours coverage for the FFSP in OCONUS locations, when required." | Will the Government please clarify the requirement of (C-4.3.1.1) “Provide immediate intervention and risk assessment…” as immediate regardless of time / day (e.g. 7/24/365) or is it immediate as in real time within specified working hours/day and that this requirement is associated with CONUS coverage? | |||
| In addition, will the Government please clarify the intent for C-4.3.1.2 - Does the Government require “CONUS after hours” support for OCONUS coverage when required because of time zone differences? Or is the Government’s intent that an on-the-ground (OCONUS) contractor provide after-hours support? | Immediate crisis response and psychological first aid services are available 24/7/365, ensuring continuous support for individuals in distress. OCONUS on-the-ground support is required for specific labor categories as designated in the performance requirements. Personnel in these roles must be available to deploy or operate in OCONUS locations to fulfill mission objectives. | ||||
| Attachment 3 | Personal Financial Educator position | Will the Government please confirm that the remote personal financial educator position on Attachment 3 is to be priced under CLIN X004AA instead of X006AA? | Personal Financial Educators who provide services remotely may be categorized and priced based on the delivery mechanism: |
-If functioning as part of a Mobile Training Team (MTT), their support falls under CLIN 0004AA.
-If providing consistent remote/virtual services as part of an onsite-equivalent virtual workforce, pricing should align with CLIN 0006AA.
Section C C-15.2 Section C Numbering
| C – numbering was updated throughout the document until page 56 document N4571A-25-R-0005 Section B and C.pdf prvided with Amendment 5 goes from C-14.1 Cellualar Phone to C-15.2 Technology Support Requirements. | Will the Government confirm that there is no C-15.0 or C-15.1 missing in Section C? | This is an error in the formating. It will be corrected on Amendment 00006 | |
| B-5, C-5.9, C-15.1, C-15.2.1 | Contractor-issued vs. Government-issued Equipment |
#1 Question: If the Government will cover the cost of "contractor-issued equipment,” which includes cell phones, computers, printers, etc. under CLIN X007 “Contractor Issued Equipment, " Should the equipment be considered "government-furnished equipment” instead and tracked as such?
| #1 Answer: See C-15.2.2 CFE costs are to be billed to X007; offeror will purchase and manage the equipment which becomes the property of the government at end of contract. | Since this is described in C-1 as a Services Contract, will the Government please update the RFP and provide a by line list of all equipment and the specific technical specifications of the equipement that the contractor will purchase under CLIN X007, on behalf of the Government, that will be issued to contractor staff? | Refer to C 15.2.1 | |
| Section C-17 | Reference to A12 |
#23 Question: What is the anticipated timeline updates to ATO-related documentation that is required for the new vendor to include potential changes to the system?
| #23 Answer: see A12. | Will the Government please clarify which section of which document A.12 references? | The LMS is an external platform operated by the vendor that does not capture PIA or includes CUI, and has no requirement for an ATO. If an ATO is required for future operation, the timeline is 1-2 years |
| C-4.5.1.1 |
C-4.5.1.7 C-4.5.12.4 C-4.5.14.5 Call Center Requirement
#105 Question: Is it the government's expectation that a call center will be needed to support scheduling? If so, does the call center solution need to be IL4 authorized?
| #105 Answer: Yes/yes | Will the Government please confirm that the reference to 'Call Center' in response to question #105 of Amendment 5 is the 'help desk' in RFP C-17.23 Customer Service and Help Desk LMS Help Desk Support? Also, will the Government please confirm that this Help Desk scope is only related to C.17 Webinar Hosting and Production Services and NOT in support of any other Section C requirements of the RFP? | Help Desk Support, as described in Section C.17.23, pertains exclusively to the Learning Management System (LMS) and is limited in scope to the functions and responsibilities outlined within Section C.17 | |
| Sub Factor 2: INTERNAL PERSONNEL MANAGEMENT | Collective Bargaining Agreements |

| #351 Answer: No, the Government confirms that there are no CBAs in place on the current contract. | The answers to question #176 and #351 have conflicting responses. Will the Government clarify if there are any CBAs in effect for this contract? | Please disregard the previous response provided for item 351. Collective Bargaining Agreements (CBAs) applicable to Navy Region Northwest (Washington State) are specific to that region and should be referenced accordingly for accurate labor category alignment and pricing considerations. | |
| M-3 | Transition Costs |
#202 Question: Questions: Will the Government confirm that transition costs will be evaluated separately from the Total Evaluated Price (TEP) to ensure a fair cost comparison among all Offerors, including the non-incumbent? Will the Government provide a separate CLIN for transition to allow fair competition for all Offerors?
| #202 Answer: transition costs will be evaluated in the Phase-In Plan (Sub factor 4) | RFP Section L.2.3.(d) clearly states that, "Price information shall be included in the price proposal only, and therefore makes the answer to question #202 not possible. " Will the Government clarify where Transtion costs should be incluced in the Price volume? | The 60 day transition will begin at the end of the current period of performance (01 October 2025); Offerors should consider Transition services as a part of their management and overhead costs. A separate CLIN will not be added | |
| L-3.2 1. Factor 1, Subfactor 2 and M-1.2 Factor 1, Subfactor 2 | Section M Evaluation Criteria for Subfactor 2 |
#230 Question: The Subfactor 2 Section M criteria does not correspond to the Subfactor Section L Instructions. The Subfactor 2 Section M criteria relates to the requirements in Section L Subfactor 4, e.g., "Organization: Provide an organizational line and block chart from top-level management to and including first line supervisors. Show chain of command and coordinating lines for each of the major functional areas.".
Question: Will the Government please clarify the Section M evaluation criteria for Subfactor 2?
| #230 Answer: Section L: Factor 1, Subfactor 2: The offeror shall describe the proposed use of any subcontractors in performing services, subcontract management, autonomy, and the offeror’s oversight process. | In the Government's response to question #230 of Amendment 5 you clarify that the section is about subcontractor management. | ||
| Will the Government please amend Section L and Section M to, either remove the reference to an organizational chart showing chain of comand and coordination lines for each of the major functional areas, or, move the requirement and related evaluation criteria to the Factor 2 Mangement section? | Sections L and M will not be amended to remove reference to organizational chart showing chain of command . | ||
| L.3.2.1 Factor 1 Technical, Sub Factor 1 (1) and (2) | "Each Area" PWS Response Requirement |
#265 Question: The Contractor assumes that the words "in each area" and " how each task shall be accomplished" refer to PWS sections C-4.2 Functional Tasks – Work and Family Life Programs; C-4.3 Functional Tasks – Counseling and Advocacy Programs and C-4.5 Functional Task – Management, Contract Staff Supervision and Support".
Is the Contractors assumption correct, or, are there additional PWS areas that should be addressed in Technical Approach?
| #265 Answer: Yes, offeror assumption is correct | In Amendment 5 question #265 the Government affirms the offeror's assumption to this question. | ||
| Will the Government confirm the offeror's understanding of the response as Factor 1 Technical Apporach should contain the offeror's approach to RFP C-4.2, C.4-3, and C-4.5 only, and that all other areas of the PWS (Section C) are to be addressed only where specifically required per Section L instructions? | Offerors are expected to thoroughly address each element of the Performance Work Statement (PWS) to demonstrate a comprehensive understanding of the requirements. Submission instructions are provided in Section L-5. | ||
| L-2.2.(b); L-3..2.1 | Technical Volume Page Limits |
#183 Question: Please clarify if only the Technical Methodology sub-factor in the Technical Proposal is subject to the page limit of 35 pages and if there is no page limit on the remaining factors and sub-factors in the Technical Proposal.
#183 Answer: Page limit to subfactor 3 is removed
#206 Questions: Will the Government please confirm the total page allocation for Volume II: Technical Proposal?
What is the actual page limitation for the entire Technical Proposal volume? There appears to be a disconnect between the 30 page limit shown for Technical, and the 35 not to exceed pages reflected For Techncial Methodology.
Will the Government please confirm that Factor 2: Management and Factor 3: Quality Control (along with Past Performance, Resumes, and Price Proposal) are not page limited?
#206 Answer: Section L-2.2(b) revised to allow 40-page limit for Volume II: Technical Proposal ; No page limit confirmed for Factor 2 and Factor 3
#281 Question: “The technical proposal shall not exceed 30 pages... Question: Will the Government consider increasing the page count to at least 100 pages as was provided in the 2019 RFP that contained less requirements.
#281 Answer: Page count will not be increased
#312 Question: Can the Government please clarify whether the page limit for Volume II Technical is 30 or 35 pages?
#312 Answer: 30 pgs.
#360 Question: “The technical proposal shall not exceed 30 pages” Will the Government increase the page limitation due to the volume of requirements that must be responded to?
#360 Answer: The Government does not intent to increase the 30-page limitation for the technical proposal. Offerors are expected to comply with the stated page limit while addressing all required elements outlined in the solicitation.
#369 Question: "The technical proposal shall not exceed 30 pages (excluding past performance, resumes, Project Management Professional (PMP), Quality Control Plan (QCP), and price proposal)." And Page 108, Section L-3.2.1, Sub Factor 3: Technical Methodology states, "The Technical Methodology is Limited to 35 one sided pages"Please clarify the page count for Volume II - Technical Proposal.
#369 Answer: Recommend removing page limit on Subfactor 3.
| There are answers to several questions in the Amendment 5 Q&As addressing the page limits for the Volume II, Technical Proposal that appear to contradict the answer to question #206, and the guidance that is provided in the SF30 on page 2 that states: "L-2.2(b) is revised to allow a 40 page limit for Volume II Technical Proposal and no page limit for Factor 2 and Factor 3" Will the Government confirm that the guidance provided in the answer to question #206, and as provided on page 2 of the SF30 is the official guidance for page limitations for the Volume II, Technical Proposal? | Confirmed regarding the answer to question 206. Volume II page limit is 40 pages and no page limit for Factors 2 and 3 | ||||
| Amendment 5, Attachment 3 | In Attachment 3, the Government LOE for centralized schedulers is a total of 21 FTEs. | 1) Will the Government please clarify and provide expected call volume and work hours for centralized schedulers in order for offerors to plan sufficient workforce management for centralized scheduling, 2) Also, will the Government please clarify which task(s) the centralized scheduler will be directly supporting? | Attachment 3 has been revised to include 12 Centralized Schedulers. For specific details, refer to Section C.11.2a of the Performance Work Statement. | ||

| Amendment 3, Attachment 3 | Attachemnt 3 provides bidders with a detailed breakdown of FTEs for each LCAT as required by the contract. As the incumbent currently performing the services we noted there was a decrease in the FTEs for the Remote Clinical Counselor and an increase in the number of Centralized Schedulers. | Question: Was this in error or an intentional change? | This was an error and is corrected on Amendment 00006 with a new Attachment 3 | ||
| General Clarification Question | Responses to questions 177 and 352 appear to conflict. Is there a current CBA is if so, will the government please provide a copy? | Collective Bargaining Agreements (CBAs) are applicable for Navy Region Northwest (Washington State) and are specific to that region. CBAs may be provided | |||
| General Clarification Question | Will the government provide an updated Section L and M to reflect the changes in Amendment 0005? | Yes | |||
| C-7.6 | pg. 34 | The requirement states, "If the official findings of the COR or his designee demonstrate that the Contractor is at fault, the Contractor shall be liable for the cost of replacement or repair." Please clarify what criteria/ clause provides guidance on the liability of the Contractor? | This question was previously submitted but has not yet received a response: 'The requirement states, "If the official findings of the COR or his designee demonstrate that the Contractor is at fault, the Contractor shall be liable for the cost of replacement or repair." Could the Government please clarify which clause or criteria provide the basis for determining contractor liability in this context? | Professional Liability details are outlined within C-6.4.5 | |
| B-5 | pg. 2 - 6 | Please confirm which CLIN this position is to be billed: Data and Information Technology Analyst. | X004AA | The Data and Information Technology Analyst position is referenced in Section C-11.4.9 but does not appear in Attachment 3. Please confirm whether this role is intended to be included as part of the proposed solution. | The role of Data and Information Technology Analyst is cross-referenced as LMS Specialist in both the Performance Work Statement (PWS) and Attachment 3. Analyst is cross-referenced as LMS Specialist in both the Performance Work Statement (PWS) and Attachment 3. |
| L-3.2(1.4)(2)(b) | b. The offeror’s proposal shall indicate the general job description (primary/major duties) for all classes of employees proposed. The offeror shall clearly delineate which employees are considered subject to the Service Contract Act Area Wage Determination, Collective Bargaining Agreement, Davis Bacon Act (i.e. hourly wages), and which are considered in other categories (i.e. salaried employees, non- wage determination covered, etc.). Question: To meet page restrictions and allow the contractor to provide a compliant matrix, would the Government accept the requirement in L-3.2(1.4)(2)(b) (i.e., classes of employees and required information) as an attachment, not inclusive of page count? | Yes | To support page limitations and ensure full compliance with submission requirements, would the Government also accept the tables containing the information required in L-3.2(1.4)(3) and L-3.2(1.4)(4) as attachments, not inclusive of the page count? | Offerors may submit tables to present the information required to address sections L-3.2(1.4)(3) and L-3.2(1.4)(4). |
B5 and Attachment 3 Page 2 CLIN 0005AA is indicating Mobile FAP Case Managers. Meanwhile, Attachment 3 indicates “Remote Service Delivery” for Remote Clinical Counselors.
A. Can the government please clarify the requirement for “Mobile FAP Case Managers”?
| B. If there is a requirement for “Mobile FAP Case Managers” could the government correct Attachment 3 as well as provide either a desired LoE by region or an estimated workload for FAP Case Managers by Region? | B5 and Attachment 3 updated | Can the Government confirm whether the Remote/Mobile FAP Case Manager referenced in section C-11.4.30 is equivalent to the Remote FAP Case Management Support labor category listed in Attachment 3? | Will the offeror be responsible for directly providing FAP case management services, or will the FAP Case Management Support LCAT be limited to supporting existing FAP Case Managers? | The Remote FAP Case Management Support labor category in Attachment 3 is not equivalent to the FAP Case Manager referenced in section C-11-4.30. Refer to C4.5.13 for Contract Remote Non Medical Counseling Support & Supervision and Support. Offerors will be responsible for providing FAP Case Management Services and Support. Reference C 4..5.13 for details, |
| L-2.2(b) | 106 | For electronic proposals: each volume of the proposal shall be provided in the number of copies as shown above. The technical proposal shall not exceed 30 pages (excluding past performance, resumes, Project Management Professional (PMP), Quality Control Plan (QCP), and price proposal). Sub-factor sections shall be labeled for ease of identification. Offerors shall identify each volume identifying volume number, name, and copy number (i.e., Volume I, Technical Proposal, Copy 2 of 8); Request for Proposal Number; Date of Submission; and Offeror’s Name. The instructions state “excluding past performance, resumes, Project Management Professional (PMP), Quality Control Plan (QCP), and price proposal.” Can the Government clarify the requirements for “Project Management Professional (PMP)” and what must be addressed as this is the only place “Project Management Professional (PMP)” is mentioned in the solicitation? | The mention of “Project Management Professional (PMP)” in the solicitation appears to reference a preferred or required qualification for a key personnel role—typically the Program or Project Manager. Since this is the only instance where "PMP" is referenced, and no further detail is provided, the Government clarifies that: |
The PMP certification is considered a desirable qualification that demonstrates formal project management training and experience.
Offerors should identify if their proposed management personnel possess a current PMP certification, and if so, include proof or documentation (e.g., resumes, certifications).
If a PMP is not held, offerors should propose personnel with equivalent qualifications and experience in managing projects of similar size, scope, and complexity, and provide supporting justification.
| Offerors are advised to address the PMP mention in their staffing and qualifications narrative and to clarify how their proposed management approach meets or exceeds the intent behind this qualification. | Please clarify if the PMP used in this section is "Project Management Plan" or "Project Management Professional". | Project Management Plan as referenced in L.2.2 for details | ||||
| C-7.1.5 Facility Clearance | Page 39 | C-7.1.5 Facility Clearance. In order to be eligible to perform under this contract, the successful offeror(s) must possess or be able to obtain a Department of Defense (DoD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating manual (NISPOM), DOD. Can the Government clarify if the Prime Contractor and all subcontractors must possess a Secret facility clearance or if only the Prime Contractor must possess a Secret facility clearance? | All employees performing under the contract must be eligible to possess a Secret security clearance in accordance with Section C.7.1.5 of the Performance Work Statement (PWS). | The response indicates that all employees performing under this contract must be eligible for a Secret security clearance. However, Question 240 specifies that only the WFL-C (1 FTE on-site) EURAFCENT/Bahrain position requires a Secret clearance. Could the Government please clarify whether Secret clearance eligibility is required for all personnel, or only for those in positions that actively require a clearance at the time of performance? | Reference C.7.1.5 for clearance details | |
| C-11.0, Attachment 3 | pg. 46 | We have noted discrepancies between the positions listed in the PWS and those included in Attachment 0003. Specifically, for example, the following positions appear in the PWS but are not listed in Attachment 0003: Accredited Financial Counselor, WFL Programs Supervisor, Data and Information Technology Analyst, and Site Contract Staff Supervisor. Could you please confirm whether these positions will be added to Attachment 0003, or advise us on how we should account for them? | Attachment 3 contains a comprehensive list of Labor Categories. However, some Labor Categories are not explicitly listed in Attachment 3; instead, they may be referenced indirectly through functional tasks associated with the Work and Family Life or Counseling and Advocacy Programs | |||
| Attachment 3 | There are additional positions that are necessary for the effective execution of the program and others that are referenced in the PWS but not listed in Attachment 0003. This leads us to believe that Attachment 0003 may be incomplete. Could the Government please clarify whether Attachment 0003 contains the full and final list of labor categories to be priced, or if it is intended as a partial reference? | Attachment 3 contains a comprehensive list of Labor Categories. However, some Labor Categories are not explicitly listed in Attachment 3; instead, they may be referenced indirectly through functional tasks associated with the Work and Family Life or Counseling and Advocacy Programs | ||||
| Attachment 3 and Attachment 4 | Attachment 3 (Labor Categories) details FTE allocations and delivery modalities, but these don't align clearly with Attachment 4 (Mobile Training Team Requirements), which adds additional roles like Command Financial Specialist and Mind Body Mental Fitness trainers without mapping them to specific labor categories. Can the Government provide a crosswalk or updated mapping aligning the labor categories in Attachment 3 with the Mobile Training Team (MTT) roles and frequencies in Attachment 4 to ensure appropriate staffing and pricing? | The roles outlined in Attachment 4 are specific to the Mobile Training Team and may not correspond to roles in other remote services provided. | ||||
| DD-254 | The DD-254 specifies that some roles (e.g., Djibouti Clinical Counselor) must have Secret eligibility, but doesn’t indicate what classified work will be performed. This creates ambiguity about whether clearances are related to proximity to sensitive operations or actual classified handling. What specific duties or access justify the Secret clearance requirement for roles in Djibouti and Bahrain, and are contractors expected to process or generate classified material? | Navy positions in Djibouti require Secret clearance primarily due to the strategic and operational importance of the region and the sensitive nature of military activities conducted there. | ||||
| Attachment 8 (QASP) | The QASP references Attachment 6 for the “Customer Complaint Form,” but the updated Attachment 5 now holds the complaint form. There may be a labeling mismatch. Can the Government confirm whether the “Customer Complaint Form” referenced in Attachment 8 (QASP) should be interpreted as the form now included in the revised Attachment 5? | Please see attachment 5, Customer Complaint Form | ||||
| Section L-3a(4), Amendment 00005 | Amendment 00005 states a 40-page limit for Volume II, with no limit for Factors 2 and 3. However, the structure of Volume II (technical) includes Factors 1–3, so it’s unclear how to structure this volume within or outside the limit. Could the Government clarify if the 40-page limit for Volume II Technical applies to Factor 1 only, and confirm there is no page limit for Factors 2 and 3? | Confirmed. There is no page limit for Factors 2 and 3 | ||||
| Section L-3a(4), Amendment 00005 | The amendment replaces 'Navy Gold Star' with 'IPP' (Integrated Primary Prevention) in Section L-3a(4), but related technical or staffing references to IPP are not elaborated elsewhere. Will the Government provide further definition and performance requirements associated with Integrated Primary Prevention (IPP) for inclusion in our technical response? | IPP staffing functions are not required under this contract. | ||||
| C-5.1 | pg. 28 | Based on the responses received, and considering that there is no historical data available for Surge/On-Demand support, should we use the $60,000 figure mentioned in the responses as the amount to be included in our pricing? | Yes, but it should be specified that the actual cost must not exceed $60,000 | |||
| C-15.2.1 | pg. 56–57 | Regarding Section C-15.2.1 – Contractor Issued Equipment (e.g. laptop, notebook, or tablet computer, Peripheral equipment, monitor, cell phone), we would like to confirm how to properly account for this equipment in the cost structure: |
1. For ease of evaluation, we recommend that the Government provide a plug number for contractor-issued equipment as Other Direct Costs (ODCs), given the variability in items such as cell phone plans, printers, and laptops.
| 2. Should these ODC costs be allocated under each of the following CLINs — 0002AB, 0003AB, 0004AB, 0005AB, and 0006AB — or would the Government prefer that all equipment be consolidated and priced under CLIN 0007AA? | All equipment should be consolidated under CLIN 0007 | |||||
| General Clarification Question | Does the Government require clinical counselors and supervisors to be licensed in the state where the installation is located, or is a national license acceptable? | The Navy recognizes clinical counselors and supervisors licensed in all U.S. states and territories through reciprocity. | ||||
| General Clarification Question | Can the Government provide a breakdown of which countries specific labor categories will be stationed in? | See attachment 3 | ||||
| General Clarification Question | Are overseas contractors expected to obtain any specific certifications such as Troop Care (TC), Analytical Support (AS), or Technical Expert (TE) under NATO SOFA agreements? | No | ||||
| General Clarification Question | For remote-designated roles, is the Government expecting those individuals to be physically located within CONUS or OCONUS to meet coverage needs? | Mobile Training Teams support all locations identified by the government, including both CONUS and OCONUS . The placement of contract personnel at these locations is at the discretion of the offeror. | ||||
| General Clarification Question | For Mobile Training Team (MTT) delivery, will the Government permit us to propose additional training modules and bill them as separate reimbursable items or optional services? | g | No | |||
| General Clarification Question | Regarding the Quality Assurance Surveillance Plan (QASP) requirement for maintaining Help Desk availability during “normal business hours,” does the Government expect this support to be available 24/7 globally, and if so, should that be priced accordingly? | Refer to C17.23 for details | ||||
