The U.S. Securities and Exchange Commission (SEC) is issuing a solicitation for EDGAR Redesign (ERD) Requirements Gathering.
The primary objective of this acquisition is to define the detailed comprehensive functional and non-functional requirements necessary to build the new electronic disclosure solution. The SEC requires gathering and analysis of functional and non-functional requirements with enough specificity to be the basis for a future competitive process where vendors will propose how they would deliver against the functional and non-functional requirements developed, create the associated design, and the ultimate implementation approach. As the final deliverable of this contract, the detailed comprehensive functional and non-functional requirements, shall address all facets of the new electronic disclosure solution to include: business functions, capabilities, processes, technology, and architecture.
Note: The Offer Due Date in Block 8 of the SF 1449 indicates the due date of the Go/No-Go Factor Response Form.

The U.S. Securities and Exchange Commission (SEC) is planning to issue a solicitation for EDGAR Redesign (ERD) Requirements Gathering.
The primary objective of this contract is to define the detailed comprehensive functional requirements necessary to build the new electronic disclosure solution. The SEC requires gathering and analysis of functional requirements with enough specificity to be the basis for a future competitive process where vendors will propose how they would deliver against the functional requirements developed, create the associated design, and the ultimate implementation approach. As the final deliverable of this contract, the detailed comprehensive functional requirements shall address all facets of the new electronic disclosure solution to include: business functions, capabilities, processes, technology, and architecture.
The SEC anticipates a subsequent competitive acquisition for designing, developing, transitioning, and integrating the new electronic disclosure solution as the anticipated next step in its ERD Program. The cornerstone of that acquisition will be the functional requirements, principles, build criteria, constraints, analysis, etc. that are the output from this contract.
The SEC anticipates releasing a Draft RFP on FBO in order to solicit comment and feedback from the industry and potential service providers next week.
An Industry Day is scheduled for May 12, 2016 from 10:00am - 12:00pm at the SEC Headquarters building located at 100 F Street, NE., Washington, DC 20549-1104. Pre-registration is required for onsite attendance, as space is limited, each company may only register up to 3 participants.
