SECHQ1-16-R-
L.3.3 Tab E – Small Business
Participation
64 of 68 As the RFP currently reads, contractors are to include the small business subcontracting plan in the technical volume. In order for the contractor to complete the subcontracting plan we need to list the total dollar value of the proposal in order to identify goal percentages for different small business categories. Does SEC want us to include cost information in the technical volume or should we leave the dollar amounts blank to be completed after award? Or would the government move the small business subcontracting plan to the cost volume?
Offerors shall include all required price/cost information related to Tab E - Small Business Participation in the technical volume. SEC's Office of Acquisitions will redact or remove price/cost information, as appropriate, for technical evaluation purposes. However, price/cost information shall not be included anywhere else in the technical volume, except for Tab E.
