This solicitation seeks design-build services for the replacement of deteriorated canopies at Building 2200, Eielson Air Force Base in Alaska. Solicitation Amendment 0001- Added 11 Feb 2022 

The United States Air Force at Eielson Air Force Base, Alaska has a Design Build (DB) requirement to design and construct replacement canopies adjacent to Building 2200 on Eielson Air Force Base. The foundation of the existing canopies have signs of structural deterioration, one of the side exit canopy has failed, and the other three side exit canopies were removed to prevent an uncontrolled collapse. There is also a large front canopy and a BBQ canopy that need to be replaced. This Statement of Work (SOW) describes the Government’s requirement for the removal of foundations for previously demolished canopies, the removal of an existing front entry canopy, removal of a BBQ canopy, and the replacement of all exterior canopies.

In accordance with Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated price is from $250,000 to $500,000. The anticipated North American Industry Classification System (NACIS) code is 236220, with a size standard of $39.5M. This acquisition will be a Total Small Business Set-Aside. The Government is contemplating a Firm Fixed Price (FFP) contract.

This posting is for a Request for Proposal (RFP). Proposals must be valid for 120 days. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this solicitation; all cost associated with responding to this solicitation will be solely at the interested party’s expense.

It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The due date and time for submission of the proposals is contained in the solicitation package. Paper copies will not be available. The entire solicitation, including the specification and/or drawings, are available only on the System for Award Management website at https://www.sam.gov

SITE VISIT: A site visit (pre-proposal conference) will be conducted on 2 February 2022 at 9:30am AKST, participants will meet at 2281 Kobuk Ave Bldg 2200, Eielson AFB, Alaska 99702. Each prime contractor is allowed to bring two personnel. Please submit the names of the individuals that will be in attendance to Lisa Jenkins Fromm at lisa.jenkins_fromm@us.af.mil by 10:00am AKST on 28 January 2022. No questions will be taken over the phone. Those attending the site visit must follow all COVID-19 related guidance for Eielson AFB. Eielson AFB COVID-19 related guidance can be located on the public website https://www.eielson.af.mil/coronavirus/.

QUESTIONS: Any questions concerning the site conditions shall be submitted electronically via email to Lisa Jenkins Fromm no later than 7 February 2022 at 02:00pm AKST. All questions will be answered in the form of an amendment to the solicitation and posted to SAM.gov website.

Amendments answering questions and any other amendments will be posted as soon as possible after 7 February 2022.  It is the offerors’ responsibility to monitor the beta.SAM.gov website to obtain amendments for this solicitation. 

Only electronic submissions will be accepted. Proposals must be submitted via email to the Contracting Officer, Lisa Jenkins Fromm on or before 24 February 2022 at 02:00pm AKST.

All correspondence sent via email shall contain a subject line that reads FTQW 21-1010, Canopy Replacement B2200. Ensure only .pdf type of files are included with your email, if applicable.
