NOTICE OF CONTRACT AWARD
Contract Numbers: FA8057-17-C-0002, FA8057-17-C-0003, FA8057-17-C-0004, and FA8057-17-C-0005
The Air Force Installation Contracting Agency (AFICA) 771st ESS/EGC at Wright-Patterson AFB, OH awarded four C-type contracts for modular carpet tiles, roll goods (broadloom), and walk off carpet in organic, geometric, solid, and heathered patterns. The contracts were awarded to the following:
•· Shaw Industries, Inc. (FA8057-17-C-0002),
•· J+J Flooring Group (FA8057-17-C-0003),
•· Mohawk Carpet Distribution, Inc. (FA8057-17-C-0004), and
•· Commercial Marketing Associates (CMA), with Milliken Design, Inc. (FA8057-17-C-0005)
The award date for these contracts was 19 July 2017 and the period of performance is 19 July 2017 through 18 July 2018 with the possibility of four option years that would run through 18 July 2022. In response to the solicitation this office received eight proposals. Award was made to the lowest priced technically acceptable offerors. The estimated spend for these contracts is $35M over five years.
This is not a request for competitive proposals and no solicitation is available.

The Air Force Installation Contracting Agency (AFICA) at 1940 Allbrook Drive, Wright-Patterson AFB, Ohio, 45433 is announcing its intent to solicit proposals under Request for Proposal (RFP) FA8057-16-R-0001. This solicitation will serve to acquire Carpet, consisting of carpet squares and roll goods, for the Contiguous United States. Each contractor shall provide a proposal that follows the specific guidelines listed in the Air Force Carpet Requirements Matrix, the AF Carpet Pricing Matrix, and as instructed in the RFP.
The acquisition will be utilizing enterprise wide strategic sourcing to standardize product offerings and to leverage the best pricing for the USAF. The Government anticipates full and open competition with a Small Business reserve for this acquisition. The result of this future evaluation will be to award contracts to vendors who will be the only approved and mandated sources of supply for the Air Force for a possible five (5) years, when making purchases that fall under the scope of this program.
The North American Industry Classification System Code (NAICS) for this solicitation is 314110 - Carpet and Rug Mills. The business size standard is 1,500 employees.
This acquisition will be Full and Open Competition with one (1) Small Business Reserve.
Place of Contract Performance: Contiguous United States (Lower 48 States)
The contract awards will be for one (1) base year and up to four (4) option years.
The USAF intends to award a target of three (3) C-Type contracts, with one reserve for small business. The total contract value is approximately $35M.
Please note that there have been several changes since the Draft RFP release in February 2016. Please review the documents on FBO for a list of changes and questions and answers.
All potential offerors should carefully review the instructions in section 52.212-1 as well as the evaluation criteria described in Section 52.212-2 of the Solicitation. AFICA will award contracts in accordance with the evaluation procedures established in the Solicitation.
The USAF is not responsible for notifying any interested parties of the solicitation beyond this notice. It is the responsibility of potential offerors to monitor the official government point of entry, www.fbo.gov, for further updates and instructions.
