WRIGHT-PATTERSON AIR FORCE BASE OHIO
11 July 2016
MEMORANDUM TO OFFERORS
FROM: AFICA 771 ESS/EGC
FURNISHINGS COMMODITY COUNCIL

WRIGHT-PATTERSON AFB, OH 45433
SUBJECT: Status of Air Force Carpet Program Proposal Evaluation
1. I wanted to take a moment to provide a status update to all offerors of the AF Carpet Program. The bottom line is that none of the proposals we received passed the technical evaluation. This has caused the Government to reassess the technical requirements. The main reasons for failures were for stitch count, density, and not being able to provide the full product offering required. This is not an all-inclusive list, but just an example. Again, no vendor passed everything, which was the requirement. This is especially disheartening, given that there were four RFIs and two draft RFPs conducted.
2. Currently, our office is working with our Subject Matter Experts (SMEs) to determine what, if any, requirements can be changed, deleted, or reduced to still meet the needs of the Air Force. As far as timelines are concerned, our SMEs are not all available again to discuss this until late July.
3. Given SME availability, this is the anticipated way forward. We will assess the requirements with the SMEs to determine whether they should be changed and the RFP amended. If amending the RFP is determined to be in the best interest of the Government, all offerors will be requested to resubmit proposals for the amended requirements, with a new suspense date. At this time, the RFP remains open until further notice.
4. This letter again is just to provide an updated status.
5. Any questions regarding this status update may be submitted by email to the Carpet Team Inbox at fcc.flooring@us.af.mil. I can be reached at 937-257-4810, or via email at daniel.boeh.2@us.af.mil if you need to speak to me directly.
Sincerely,
