MEMORANDUM TO OFFERORS

SUBJECT: Request for Proposal (RFP) for Air Force Carpet Program (Amendment 1 – Re-opened RFP)
1. The United States Air Force (USAF) Air Force Installation Contracting Agency (AFICA) is establishing contracts for the acquisition of Carpet, consisting of carpet squares and roll goods, for use at Contiguous United States (CONUS) Air Force installations. It is anticipated that a target of three (3) contracts, with one small business reserve, will be awarded. Awards will be for a base year, plus four (4) one-year options.
2. To submit a proposal, Offerors shall follow the specific guidelines listed in the RFP. Offerors shall only submit one proposal in response to this RFP. Proposals shall consist of acknowledgement and submittal of responses to the following attachments:
a. Attachment 1 – AF Carpet Requirements Matrix
b. Attachment 2 – AF Carpet Pricing Matrix
c. Attachment 3 – Quarterly Reporting CDRL
3. This evaluation will be conducted in accordance with FAR Part 15. In order to establish a contract, an Offeror’s proposal must demonstrate the ability to satisfy all technical requirements and conform to all requirements in the Air Force Carpet Requirements Matrix (Attachment 1) of this RFP. Offerors proposals shall be evaluated in accordance with the RFP. Offerors are advised that taking exception to any of the requirements specified in this RFP may result in the proposal being found unacceptable. As the Government intends to award without discussions, Offerors run the risk of their proposal being found unacceptable as a result of taking exception to any of the RFP requirements. Offerors seeking clarification of Government requirements shall submit an email with the question/recommended change to the Carpet Team Inbox at fcc.flooring@us.af.mil no later than 1430 hours Eastern Daylight Time on 26 Aug 2016. The Government intends to award contracts to a target of three (3) Offerors whose proposals represent the best value to the Government as outlined in the RFP. The Government reserves the right to not award any contracts under this RFP. The Government intends to evaluate proposals and establish a target of three (3) awards without discussions; however, the Government reserves the right to hold discussions.
4. All interested parties are highly encouraged to read all sections of the RFP thoroughly before preparing a proposal as many items have changed from earlier Requests For Information (RFIs) and the Draft RFPs. Several requirements have changed or have been deleted since the previous RFP. Please be diligent in reviewing the requirements, especially with regards to stitch count, density, and roll good requirements (complementary vs matching), and the changes to the testing requirements.
5. Any questions regarding this RFP must be submitted by email to the Carpet Team Inbox at fcc.flooring@us.af.mil. All submissions shall be in accordance with the RFP, regarding hard copies, electronic copies, number of copies, formatting, and content. All e-mails and electronic data submissions shall be checked and determined to be "virus-free" prior to submission. Electronic proposals sent directly to the Contracting Officer will not be accepted. Proposals are due no later than 1430 hours Eastern Daylight Time on 22 Sep 2016. If an Offeror intends to hand-deliver its proposal, please contact me so that we can schedule a time and location to meet. I can be reached at 937-257-4810, or via email at daniel.boeh.2@us.af.mil. If a proposal is delivered late, it may not be evaluated.
