SUBJECT: Request for Comments to Draft Request for Proposal (RFP) for Carpet
1. This announcement constitutes a Special Notice (Draft RFP) for industry comment. PLEASE NOTE THAT THE ATTACHMENT IS A DRAFT REQUEST FOR PROPOSAL (RFP) ONLY. The United States Air Force (USAF), Air Force Installation Contracting Agency (AFICA), proposes to contract in the future for USAF Carpet needs. This future acquisition will be utilizing enterprise wide strategic sourcing to standardize product offerings and to leverage the best pricing for the USAF. The Government will be doing a full and open competition with a Small Business reserve for this acquisition. The result of this future evaluation will be to award contracts to vendors who will be the only approved and mandated sources of supply for the Air Force for a possible five (5) years, when making purchases that fall under the scope of this program. The Government intends to issue a formal solicitation by way of a Request for Proposals (RFP), in the next few months.
2. The purpose of posting this DRAFT RFP #2 is to elicit feedback from the potential bidders. We want to ensure that what we are asking for is clear, that you can provide what we are asking for, that you understand how you will be evaluated, that you understand what will constitute being awarded a contract, that our timelines are reasonable, and that in general, the Government has not missed anything that will hinder your ability to be considered part of this acquisition. This DRAFT RFP is requesting feedback that will be utilized to make the FINAL RFP a better product. Do not fill out the actual attachments.
3. Your response shall include a statement for each of the attachments acknowledging that you can meet the requirements within it, or if you have exceptions, a detailed reason/explanation as to why you cannot meet it. Please comment on any instructions that are not clear. Provide specific details of what is not clear. Understand that for the actual RFP you will be required to complete all attachments to include providing a price for each item listed in the Air Force Carpet Pricing Matrix (Attachment 2) and to include substantiating documentation for each technical requirement in the Air Force Carpet Requirements Matrix (Attachment 1). Again, do not complete the attachments at this time. While we want input on all attachments, we bring specific attention to the following items:
A. Please see the Q&A document provided, so that you can see what was asked as a result of the first Draft RFP, and what the Government changed as a result B. All responses indicated that the plan for the Aesthetic evaluation will work, so we will utilize local dealers/showrooms when we get to the Aesthetic evaluation portion C. Everyone seemed to understand and concur with the weighted pricing D. Winning vendors will be required to provide a dedicated toll free number and dedicated email address to allow for installers to request pricing and place orders E. Understand that installers across the US will be placing the orders, not Government offices F. There will be no formal FAR EPA clause. If there is an extreme spike (or drop) in the price of petroleum, the Government will provide equal relief to all vendors by adjusting NTE prices, if this is required, and at the discretion of the Contracting Officer. Most vendors told us that a clause is not necessary because we are using NTE pricing and because the price of carpet has remained relatively stable over the past 5 years (which has been extreme in terms of the price of petroleum). This language has been added to paragraph L-1.8.
G. Maximum page counts have not changed at this time. Be sure to read closely what does and does not count against your page counts. Please provide feedback on this if you feel there needs to be a change.
H. It is anticipated that award will not be made until the first month of FY17. This is because it doesn’t make sense for the Government to award the contract close to or at FY End. You will lose valuable time trying to ramp up into the program, and you will need to be focused on FY End requirements. Also, the Government would not make it Mandatory Use going into this FY end, as it would change how our contracting offices do business right at their busiest time.
4. This is a DRAFT RFP. Please, do not submit actual quotes, prices, marketing materials, or any other deliverables requested in the DRAFT RFP attachments. DO NOT fill out any of the attachments. DO NOT submit item prices or product information at this time. Attachments are only being included at this time to allow you the opportunity to review for content, and to provide feedback as detailed above.
5. Responses to this DRAFT RFP shall be limited to a maximum of ten (10) pages, on 8½ ” x 11” sized paper, with a 10-point font size, with Times New Roman font, with a minimum of one inch margins all around, and have single spacing. Responses to this DRAFT RFP are required to be submitted in Microsoft Word 2010 or earlier or as a PDF file, and tables may be used. Please reference the attachment name and number, page number (if available), and section of the Draft RFP that you are commenting on in all responses. Each page of your response shall contain your company information in the header/footer or as a company logo. Please refrain from presenting marketing type material. All responses shall be emailed to the Carpet Team Inbox at fcc.flooring@us.af.mil no later than 13 Apr 2016 at 1400 EST. Paper copies will not be accepted.
6. The deadline for responses to this DRAFT RFP #2 is 13 Apr 2016 at 1400 EST. Please provide DRAFT RFP responses via email only to fcc.flooring@us.af.mil.
