Instructions

Instructions for completing the Carpet Requirements Matrix
** PLEASE READ CAREFULLY BEFORE COMPLETING**
* There are SEVEN tabs within this requirements workbook:

Tab 1. Instructions Tab 2. Product Line Summary Tab 3. Color Line Summary Tab 4. General Requirements Tab 5. Organic Pattern Requirements Tab 6. Geometric Pattern Requirements Tab 7. Solid Requirements Tab 8. Heathered Requirements Each category listed above will be defined at the top of each applicable tab. All tabs with the exception of the Instructions tab are required to be completed. See below for description of how each tab is to be addressed by the Offeror. If any required tab or required cell within a tab is incomplete, it could make a proposal unawardable.

Instructions below in BLACK FONT are informational.

Instructions below in RED FONT give instruction for those specific areas that offerors are required to fill out.

"Product Line Summary" Tab - This tab is for the Offeror to declare what product they are proposing for each category in the proposal. Each product is to include a weblink for reference.

Columns "E", "G", "I", and "K" - Offeror is to state the pattern name as well as a web link for each product proposed for each category of carpet (Organic Small Scale, Organic Medium Scale, Organic Large Scale, Geometric Small Scale, Geometric Medium Scale, Geometric Large Scale, Coordinating Multicolor, Roll product, Solid, Heathered/Tweed and Walk Off).

Column "M" - Offeror is to state which option(s) are available in roll form. A minimum of one product stated in Columns "E", "G", "I" or "K" MUST be available for each pattern family in a roll good option.

Once information is entered into each orange cell, that orange cell will turn white, showing it has been addressed.

"Color Line Summary" Tab - this tab is for the Offeror to state which colors offered within each proposed pattern fulfill the color requirements of the Air Force Carpet Program.

Columns "E", "H", "K""N" and "Q" - These cells reference the color requirements for each pattern, "Warm Beige", "Cool Beige", "Blue", "Green" and "Rust".

Column s "F", "I", "L", "O" and "R" - Offeror is to state the name of the color that fullfills each color requirement in the product proposed in the Product Line Summary. The color stated shall include that color as visually domina or significant within the pattern proposed.

"General Requirements" Tab - includes technical, service or other requirements that must be provided by the Offeror as part of this Air Force Carpet Program.

"Organic Pattern Requirements", "Geometric Pattern Requirements", "Solid Requirements", "Heathered Requirements" Tabs - each category tab includes technical requirements that each product within that category must meet to be included in the Air Force Carpet Program.

- Column "A" includes the Requirement Number designation, which is used only within this document for evaluation purposes.
- Column "B" states the technical requirement. All products proposed within a designated category (Organic Pattern, Geometric Pattern, Solid, Heathered) shall meet all the requirements within their designated tab as stated.
- Column "C" - Offeror is to state if the proposed product "Meets" (M) or "Do Not Meet" (DNM) the requirement as written. The product referenced is to be the same product as declared in the applicable Product Line Summary Tab.
- Column "D" - Offeror is to state what page number within the proposal where substantiating documentation for each requirement can be found. (Substantiating documentation includes: Catalog cut sheets, engineering drawings, testing certificates, or other method as specified in the cell) A vague statement or reiteration of the requirement is not acceptable as substantiating documentation. Once required information is entered into an orange cell, it will turn white, showing it has been addressed by the Offeror.
NOTE - Some requirements may require substantiation through other means. Those requirements and their alternate substantiation requirements are called out in the applicable Column "D" cell. The vendor is to read any information provided in those cells and provide that substantiating documentation as directed. Any alternate guidance provided in Column "D" cells are to be applied to that requirement only.
NOTE - The box below will turn green once all required cells in this workbook are filled out. This allows the Offeror to know that all cells have been addressed, however it does not indicate whether or not the cells were filled out properly. Please note, a green box does not constitute technical acceptability. It is recommended that the offerer review their submission in its entirety prior to submission.

Product Line Summary Hover cursor here for Instructions Thompson, Glinnis U A1C USAF AFMC ESG/EGC: The matrix below gives AESTHETIC requirements for the products included in the Air Force carpet program. Products proposed by the Offeror shall meet all technical requirements listed in Attachment 01. Each vendor shall propose Modular Carpet Tile products in a variety of ORGANIC and GEOMETRIC patterns, in a variety of PATTERN SCALES as well as complementary products.

- NOTE: Each pattern proposed shall include a minimum number of colorways, which are referenced for each product represented in the matrix. Of these minimum colorway requirements, five specific colorways are considered mandatory for the Air Force Program (Cool Neutral, Warm Neutral, Blue , Green Rust), as listed in Column A of the matrix. Each of these colorways must be represented in any proposed product excluding the Walk-off category.

- NOTE: The minimum colorways listed are to be visually dominant within the pattern proposed.

- NOTE: Definitions are located below the matrix on this tab.

DEFINITIONS:

Pattern Family - a grouping of patterns that complement or coordinate with each other regarding style and color.

Organic Pattern - free flow patterns that can be considered "of nature", utilizing curves, contour lines and other curvilinear features or irregular lines mimicing lines found in living systems. For this Air Force program, these Organic elements are to be more abstract than literal in their design.

Geometric Pattern - structured patterns that can be considered "man made", utilizing repetitive lines, stripes, checks, plaids, circles or other geometric shapes. For this Air Force program, these Geometric elements are to be more abstract than literal in their design.

Small Scale Pattern - a pattern made up of smaller elements that repeat approximately every 1"-12" within the pattern. Appropriate solutions may also include random elements that portray a similar small scale appearance.

Medium Scale Pattern - a pattern made up of medium sized elements that repeat approximately every 12"-18" within the pattern. Appropriate solutions may also include random elements that portray a similar medium scale appearance.

Large Scale Pattern - a pattern made up of larger elements that repeat approximately every 18" within the pattern. Appropriate solutions may also include random elements that portray a similar large scale appearance.

Random Multicolor Pattern - a carpet with a myriad of small points of random color placement on a field of darker color, without specific configuration. The random colors included are to be equal in concentration to the darker background, creating a cohesive visual appearance.

Solid Pattern - a carpet made up of only one color of yarn.

Heathered Pattern - a carpet made up of two colors of yarn, one a darker version of the other or, two colors within a similar color family.

Walk Off Product - a modular carpet tile product utilizing a scraper yarn or similar, whose purpose is to remove and hold dirt and liquid from pedestrian foot traffic, thus preventing it from being tracked further into a space.

CBRCARPET BACKING - ROLL GOODS CARPET
CBR01Manufacturer shall provide a roll good option within each product/pattern family.Validated by providing price on Attachment 6, referenced as TMD.01, TMD.02, TMD.031
CBR02Manufacturer shall provide a backing option acceptable for glue-down installation of roll goods.This will be validated by review of Product Line Summary page, showing which products or patterns within the family are available as roll goods.1

SR01Manufacturer shall provide a Green Label Plus low VOC wet spread adhesive.2

SR03Manufacturer shall provide a non-spread adhesive/dry adhesive installation method for their modular carpet tile products.2

Any Patterned product proposed must meet all technical requirements listed below to be considered for the Air Force Carpet Program. All Small, Medium and Large, Organic and Geometric styles as well as Random Multicolor products are included in this category.

- Column "A" includes the Requirement Number designation, which is used only within this document for evaluation purposes.

- Column "B" states the technical requirement. All product lines proposed by the Offeror shall meet the all requirements in the Tab as stated.

- Column "C" - Offeror is to state if the proposed product “Meet" (M) or "Do Not Meet" (DNM) the requirement as stated. The product referenced is to be the same product as declared in the applicable Product Line Summary Tab.

OPSORGANIC PATTERN PRODUCT SPECIFICATIONS
OPS.1Manufacturer shall provide patterned carpet tile that is tufted or woven.24
OPS.2Manufacturer shall provide patterned carpet tile with level loop, multi-level textured loop or cut and loop.24
OPS.3Manufacturer shall provide patterned carpet fiber that is 100% bulk continuous filament.24
OPS.4Manufacturer shall provide patterned carpet with 100% nylon type 6,6 or nylon type 6 fiber.24
OPS.5Manufacturer shall provide patterned carpet with face fiber that is 100% solution dyed.24
OPS.6Manufacturer shall provide patterned carpet that has gauge of 1/10, 5/64 or 1/12.24
OPS.7Manufacturer shall provide patterned carpet that has a minimum of nine stitches or rows per inch.24
OPS.8Manufacturer shall provide patterned carpet that has a minimum density of 6500 calculated using the following formula: (Average pile yarn density = 36 x pile weight (oz./yd. sq.) / pile thickness in inches).24
OPS.9Manufacturer shall provide patterned carpet with a pile height no more than 1/2".
OPTORGANIC PATTERN PRODUCT TESTING24
OPT.1Pattern shall pass AATCC 175 Stain Resistance with a minimum rating of 8.24
OPT.2Pattern shall pass either the International Standard (ISO) 2551 OR Aachen test for dimensional stability for modular carpet tile, with a maximum of +/-.027 inches.24
OPT.3Manufacturer shall provide carpet that complies with the Code of Federal Regulations, Title 16, Part 1630, Standard for the Surface Flammability of Carpets and Rugs (FF 1-70), ASTM D2859 "pill test".24
OPT.4Manufacturer shall provide carpet that meets the Critical Radiant Flux Classification of greater than or equal to 0.45 W/cm sq. (Class I) when tested in accordance with ASTM E648.24
OPT.5Manufacturer shall offer carpet that has a maximum specific optical density not exceeding 450 (flaming exposure) when tested in accordance with ASTM E662.24
OPT.6Manufacturer shall provide Platinum certified modular carpet tile in accordance with NSF/ANSI 140-2010 Sustainability Assessment for Carpet. Proposed roll goods carpets shall be Gold certified in accordance with NSF/ANSI 140-2010. (SEE BELOW for tests that are covered under the NSF/ANSI 140).24
OPT.7Manufacturer shall provide carpet that rates a 3.5 or higher as tested in accordance with ASTM D5252, Standard Practice for the Operation of the Hexapod drum Tester.24
OPAORGANIC PATTERN PRODUCT AESTHETICS

Any Patterned product proposed must meet all technical requirements listed below to be considered for the Air Force Carpet Program. All Small, Medium and Large, Organic and Geometric styles as well as Random Multicolor products are included in this category.

- Column "A" includes the Requirement Number designation, which is used only within this document for evaluation purposes.

- Column "B" states the technical requirement. All product lines proposed by the Offeror shall meet the all requirements in the Tab as stated.

- Column "C" - Offeror is to state if the proposed product “Meet" (M) or "Do Not Meet" (DNM) the requirement as stated. The product referenced is to be the same product as declared in the applicable Product Line Summary Tab.

- Column "D" - Offeror is to state what page number within the proposal where substantiating documentation for each requirement can be found. (Substantiating documentation includes: Catalog cut sheets, engineering drawings, testing certificates, or other method as specified in the cell) A vague statement or reiteration of the requirement is not acceptable as substantiating documentation. Once required information is entered into orange cell, it will turn white, showing it has been addressed by the Offeror.

- Column "D" - NOTE: Some requirements may require substantiation through other means. Those requirements and their alternate substantiation requirements are called out in the applicable Column "D" cell. The vendor is to read any information provided in those cells and provide that substantiating documentation as directed. Any alternate guidance provided in Column "D" cells are to only be applied to that requirement only.
