DRAFT REQUEST FOR PROPOSAL NOTICE

SUBJECT: Request for Comments to Draft Request for Proposal (RFP) for Carpet
1. This announcement constitutes a Special Notice (Draft RFP) for industry comment. PLEASE NOTE THAT THE ATTACHMENT IS A DRAFT REQUEST FOR PROPOSAL (RFP) ONLY. The United States Air Force (USAF), Air Force Installation Contracting Agency (AFICA), proposes to contract in the future for USAF Carpet needs. This future acquisition will be utilizing enterprise wide strategic sourcing to standardize product offerings and to leverage the best pricing for the USAF. The Government will be doing a full and open competition with a Small Business reserve for this acquisition. The result of this future evaluation will be to award contracts to vendors who will be the only approved and mandated sources of supply for the Air Force for a possible five (5) years, when making purchases that fall under the scope of this program. The Government intends to issue a formal solicitation by way of a Request for Proposals (RFP), in the next few months.
2. The purpose of posting this DRAFT RFP is to elicit feedback from the potential bidders. We want to ensure that what we are asking for is clear, that you can provide what we are asking for, that you understand how you will be evaluated, that you understand what will constitute being awarded a contract, that our timelines are reasonable, and that in general, the Government has not missed anything that will hinder your ability to be considered part of this acquisition. This DRAFT RFP is requesting feedback that will be utilized to make the FINAL RFP a better product. Do not fill out the actual attachments.
3. Your response shall include a statement for each of the attachments acknowledging that you can meet the requirements within it, or if you have exceptions, a detailed reason/explanation as to why you cannot meet it. Please comment on any instructions that are not clear. Provide specific details of what is not clear. Understand that for the actual RFP you will be required to complete all attachments to include providing a price for each item listed in the Air Force Carpet Pricing Matrix (Attachment 2) and to include substantiating documentation for each technical requirement in the Air Force Carpet Requirements Matrix (Attachment 1). Again, do not complete the attachments at this time. While we want input on all attachments, we bring specific attention to the following items:
A. Ensure that you can provide everything included in Attachment 1.
B. Ensure you can provide a price for everything included in Attachment 2.
C. Do you understand the section about how we are going to weight your prices to obtain a Total Evaluated Price? Do you have any feedback on this?
D. Please provide feedback on the addendums to clauses 52.212-1 and 52.212-2 overall, and especially any questions you might have about the Aesthetic Evaluation.
E. With regards to the Aesthetic Evaluation, please tell us if you have a dealer in the Dayton/Cincinnati/Columbus area that you could utilize to demo the carpet you will utilize in your proposal.
F. Do you understand the requirement to provide an ordering portal, and are you able to provide this solution? Will it will be a web-page, email only, or a toll-free phone number (or some combination of the above)?
G. There has been an EPA clause added since this is a petroleum based product. Do you believe that we need to account for economic price adjustments, or is the price of your materials fairly steady? Understand that if we leave the EPA clause in, the prices may be adjusted up or down as the market dictates. I am of the mind to not include it, but that puts more risk on you. Please provide your thoughts on this.
H. Please provide feedback on the maximum page counts. I want to ensure that you are provided with enough pages to do a comprehensive proposal, but I also want to limit the page counts as much as possible.
I. Please tell us whether you are in compliance with the Berry Amendment.
4. This is a DRAFT RFP. Please, do not submit actual quotes, prices, marketing materials, or any other deliverables requested in the DRAFT RFP attachments. DO NOT fill out any of the attachments. DO NOT submit item prices or product information at this time. Attachments are only being included at this time to allow you the opportunity to review for content, and to provide feedback as detailed above.
5. Responses to this DRAFT RFP shall be limited to a maximum of ten (10) pages, on 8½ ” x 11” sized paper, with a 10-point font size, with Times New Roman font, with a minimum of one inch margins all around, and have single spacing. Responses to this DRAFT RFP are required to be submitted in Microsoft Word 2010 or earlier or as a PDF file, and tables may be used. Please reference the attachment name and number, page number (if available), and section of the Draft RFP that you are commenting on in all responses. Each page of your response shall contain your company information in the header/footer or as a company logo. Please refrain from presenting marketing type material. All responses shall be emailed to the Carpet Team Inbox at fcc.flooring@us.af.mil no later than 02 Mar 2016 at 1400 EST. Paper copies will not be accepted.
6. Based upon feedback you submit regarding the DRAFT RFP, the Government may elect to offer face-to-face meetings with interested offerors. These meetings are optional and would be at no cost to the Government. These meetings would be utilized to help clarify requirements, expectations, and to ensure that the industry base has the capability of meeting the Government requirements. Please review the DRAFT RFP, and in addition to your responses, please tell us whether you believe a face-to-face meeting would be beneficial to your company along with specific points that you would like to discuss at this face-to-face meeting. Please provide your written feedback by email to the Carpet Team Inbox at fcc.flooring@us.af.mil no later than 02 Mar 2016 at 1400 EST.
7. The deadline for responses to this DRAFT RFP is 02 Mar 2016 at 1400 EST. Please provide DRAFT RFP responses via email only to fcc.flooring@us.af.mil.
