Evaluation Committee City of Plant City, Procurement Department 302 W. Reynolds Street Plant City, FL 33563

SUBJECT: Statement of Qualifications for RFQ NO. 16-014EN-MS

Library of Engineering Services for Continuing Contracts

Dear Evaluation Committee Members:

As Central Florida’s “Hidden Gem,” the City of Plant City takes pride in its rich agricultural heritage while looking forward to offering new opportunities to residents and businesses alike. Plant City’s goal to aggressively pursue new manufacturing, agri-business, distribution, office, IT, and retail opportunities will provide long-lasting benefits to the community. Growth comes with future infrastructure-related challenges, including the expansion and upgrade of water, wastewater, and reclaimed water collection, distribution, and treatment systems; roadway networks; stormwater conveyance and treatment systems; and parks and recreational facilities.

The Wright-Pierce team is uniquely qualified to assist the City with these types of infrastructure challenges. As a multi-disciplinary engineering firm that specializes in drinking water, wastewater, reclaimed water, water resources, civil engineering, and community development, Wright-Pierce has provided similar services to municipalities and utilities like Plant City since 1947. Working with our team offers the following benefits:

• Local experts to assist with every project need. The scope of work for this contract is comprehensive, representing the engineering required to serve a municipal government and its public infrastructure on a wide variety of projects. Our local staff include Professional Engineers with over 140 years of collective experience in implementing these types of continuing contracts for general engineering services. We will serve the City from our Tampa office, which is a short twenty-five-mile drive from your City Hall. Our team will be led by Kelly Wehner, who has worked in the region her entire career. She is an expert in utility design, evaluation, rehabilitation and the implementation of multi-discipline engineering projects.

Supporting Kelly is Don McCullers, who has a Class A WWTP Operator license and is a National Association of Sewer Service Companies (NASSCO) trainer and brings to our team his knowledge of system operations and sanitary sewer assessment.

• In-House design team. Wright-Pierce is one of the few firms of its size to retain all support disciplines in-house, including architectural, structural, mechanical, electrical, and instrumentation engineers. Since our firm’s focus is on utilities and general civil engineering services, all our team members thoroughly understand the intricacies and interrelationships pertaining to the projects tasked through a continuing services contract. As a result, the City will benefit from a well-acquainted team that has demonstrated history of collaborating on multiple pertinent projects, efficient lines of communication, and high quality, timely deliverables.

12/10/2020

• Specialized WMBE subcontractors. Although Wright-Pierce will provide a majority of the required services, we have teamed with specialty woman- and minority-owned business enterprises (WMBEs) to complement the services we can provide to the City. Wright-Pierce is committed to teaming with WMBE firms even when not required by a municipality. The following firms will support Wright-Pierce personnel in projects issued under this contract: Environmental Resource Solutions and its sister company Aerostar SES, located in Tampa, will provide environmental services; ECHO UES, located in Tampa, will provide survey and subsurface utility engineering (SUE); and Nadic Engineering Services, Inc., located in Orlando, will provide geotechnical engineering services.

• Providing exceptional service and fostering relationships. Whereas many engineering firms handle municipalities like business clients, the City deserves a partner that espouses a frame of mind through which it operates as an extension of City personnel. This provides the City with an exceptional level of service that prioritizes quality work over the bottom line. Wright-Pierce’s well-established relationships with over 100 municipalities ensure this level of service will be delivered, and we look forward to fostering the same relationship with the City. We affirm that all personnel featured in this Statement of Qualifications (SOQ) will be available and assigned to projects awarded through this contract.

Our expertise includes the following:

• Asset Management, Utilities Condition Assessment, and Repair and Rehabilitation: Because of the specialized nature of work associated with underground infrastructure assessment, Wright‐Pierce formed our Horizontal Infrastructure Assessment Group (HIAG) to help municipalities with the assessment and management of underground horizontal infrastructure. By providing a specialized group with unique skills and expertise, the team can inform in-depth information as the first step in the City’s decision-making process. Laurie Perkins leads the HIAG group, she has the expertise to prepare asset management plans (AMPs), condition assessments and I/I and SSES studies. In addition, she is a member of the NASSCO Board of Directors, which sets the industry standards for the assessment, maintenance, and rehabilitation of underground infrastructure.

• Inflow and Infiltration (I/I) Projects: At Wright-Pierce, we believe that sustainable infrastructure management starts with an understanding of the structural, operational, and construction/design-related impacts on buried assets, so that municipalities can take a predictive approach to making improvements, rather than one that is predictive, or even unnecessarily proactive. The implementation of infiltration and inflow (I/I) reduction projects will reduce the amount of stormwater/groundwater entering old sanitary collection lines in order to reduce pumping and treatment costs.

• Master Planning: Wright-Pierce has completed dozens of wastewater planning studies, wastewater management plans, and sewer master plans for communities ranging from sparse populations with less than 1,000 people to cities with more than 500,000 people. These planning studies have addressed environmental and public health concerns, as well as planning for system growth to promote economic development. This experience results in our understanding of the technical, non-technical, and regulatory requirements that must be addressed as part of the planning process.

• Hydraulic Modeling: Hydraulic modeling is an essential tool for understanding the performance and limitations of both water distribution and wastewater collection systems. Models help analyze system

12/10/2020 capacity and can predict performance under various conditions, like increasing intensity and frequency of extreme wet weather events. Wright-Pierce develops modeling that helps municipalities optimize operations and plan for capital improvements and projected flow conditions.

• Wastewater Treatment Design. Throughout Wright-Pierce's history, wastewater engineering has been a mainstay of our company. We are proud of our record in wastewater innovation and have won numerous ACEC Engineering Excellence awards for our wastewater treatment projects. While we perform much of our work for mid-sized communities, we have also provided comprehensive engineering services for some of the largest and most complex wastewater treatment facilities in our geographic regions. Our wastewater treatment plant projects range in capacity from less than 0.1 MGD up to peak design flows of

350 MGD AADF.

• Water Treatment Design. Wright-Pierce is a leader in assisting municipal clients comply with the complex and evolving requirements of the federal Safe Drinking Water Act, including the Surface Water Treatment Rule (SWTR) requirements. Our experience includes all facets of project development, including feasibility studies, pilot testing, design, construction support, start-up, troubleshooting, and regulatory interfacing.

Wright-Pierce has worked with source waters of varying quality, both in groundwater and surface water.

• Funding Assistance. Wright-Pierce has successfully assisted our clients in securing funding for water, wastewater, and stormwater projects. In situations where funding may arrive at different times, a phased implementation to the design may be required. Our funding lead, Dennis Davis, is skilled at working with clients and funding agencies to obtain funding and develop a plan that can be aligned with the funding schedule.

Wright-Pierce is an employee-owned, multidisciplinary engineering firm with over 280 experienced professionals who specialize in providing professional water, wastewater, and reclaim water engineering services to utilities like Plant City for similar continuing services contracts.

We appreciate being considered to provide professional engineering services for this important contract and look forward to meeting with your selection committee to further discuss our qualifications. Should you have any questions or require additional information, please feel free to call our authorized representatives below at 407.906.1776.
