Library of Engineering Services for Continuing Contracts – Stormwater Engineering
Dear Mr. Storey:
On behalf of the Applied Sciences Consulting, Inc. team of engineers and scientists, I am pleased to offer our continued professional services to the City of Plant City for the subject contract. It has been an honor to have served the City on a recent Stormwater Engineering Services contract and we look forward to our continued successful collaboration with your outstanding City staff. As required, we have prepared Table 1 below to provide the category upon which we are submitting this response.

Applied Sciences Understands Plant City’s Needs: The City requires a highly qualified team of interdisciplinary talents and expertise to provide professional stormwater management services on an as-needed basis. Our team presents you with the needed expertise, availability, value, and customer focus that you have become accustomed to.
Since 2009 when we began working for the City of Plant City, our team of experienced local professionals has provided the City with expertise in civil engineering studies and design, drainage and stormwater master planning, water resources engineering and environmental sciences. Going forward, the City is implementing an initiative for further investment in the operation, maintenance, and upgrade of its stormwater infrastructure. Faced with growth challenges and increasing regulatory water quality requirements, the City is looking to invest in a long-term program for the management of its infrastructure. To that end, the City is seeking a better understanding of the hydrologic and hydraulic characteristics and connectivity of basins within the City. While Hillsborough County has created watershed management plans for the Hillsborough River Watershed (and Pemberton/Baker Creek) and the Alafia River Watershed – the primary watersheds draining the City – those plans do not contain the level of detail needed within the City’s boundaries for the purposes of LOS analysis, Water Quality Assessment, or BMP Alternatives Analysis. To that end, the City is seeking the assistance of federal, state, and local grants to assist the City in providing marked improvements to flooding and water quality – and Applied Sciences has the necessary experience to help the City’s endeavors be successful.
Mr. W.A. “Buddy” Storey, Jr.
In addition, Applied Sciences has collaborated with the City of Plant City on a number of successful stormwater / drainage projects including:
• Westside Canal Permitting and Drainage Improvements
• Midtown Long-Term SWERP Permitting
• Westside Canal Water Quality Monitoring
• Mendonsa Road Drainage and Utilities Improvements
• Gordon Food Service Road
• Walden Lake/Vision Golf Development Plans and Zoning Application Review
• Mobley Road and Palmetto Avenue
• Collins and MLK Parking Lot Permit Support
• Airport Loop Road Culvert Emergency design and permitting following the washout of the Sydney Road
Culverts
In 2016, Applied Sciences initiated the next phase of the Midtown / Westside Canal project which is the Midtown Stormwater Water Quality Monitoring at Westside Canal Pond “A”. We prepared a draft Quality Assurance Project Plan (QAPP) that was provided in Word format to the FDEP on August 17, 2016, and it was approved by the FDEP the very next day. As mentioned above, we worked with the City of Plant City on cooperative funding through the SWFWMD Cooperative Funding Initiative program. This close collaboration between City staff and Applied Sciences illustrates our ability and understanding of local needs. We will continue to provide long-term benefits to both the City and its citizens. As you are aware, we work closely with Hillsborough County on several projects including watershed management planning, flood investigations, hazard mitigation program assistance, extension-of-staff plan reviews, and local drainage designs and permitting. Our close coordination with Hillsborough County is a key differentiator and will be especially important as the City of Plant City moves forward with their watershed management planning and stormwater projects, and the necessary coordination between the City, County, SWFWMD, and other agencies.
In addition to assisting the City in solving a number of important stormwater problems, our team members have also assisted a variety of other Florida public agencies including Hillsborough County, Pinellas County, City of St.
Petersburg, City of Treasure Island, City of Dunedin, Pasco County, City of Tampa, City of Palmetto, and SWFWMD, among others. We are confident that we will continue to serve the City of Plant City effectively and efficiently - with superior results and unwavering quality.
Our Company History: We have had the pleasure to provide professional services to many counties and cities during our multi-year careers on the West Coast of Florida, so we are very familiar with the unique challenges and responsibilities your organization faces each day. After working for a number of years in the public sector, as well as executive positions with private consulting firms, we established Applied Sciences Consulting as a Florida licensed professional engineering firm in 2005. Our existing clients, including the City of Plant City, rely on our local experience and in-depth regulatory knowledge to address their stormwater, permitting, and civil infrastructure needs – effectively, sustainably, and affordably. We understand the importance of leveraging resources; we assist our clients in receiving matching funds from SWFWMD, FDOT, and FDEP, while remaining staunch advocates in negotiating fair permit requirements for our clients’ stormwater, wetland, and floodplain mitigation, NPDES, and TMDL permits. We always remember that our job is to assist our clients in providing expedited and value-engineered solutions to their citizens.
We are Qualified to Serve the City: We present the same team of highly qualified professionals who possess a unique and unparalleled blend of experience, knowledge, and familiarity with the engineering and environmental planning needs of the City of Plant City. Our staff is talented, competent, and growing; possessing the skills for technical reporting that succinctly, clearly, and accurately provides your organization with the detailed information needed to make decisions that will best serve our community. We have mastered the planning and permitting standards set forth by SWFWMD, EPCHC, FDEP, and USACOE having successfully navigated the environmental permitting process for numerous projects. All the Professional Engineers and senior staff at Applied Sciences have earned advanced Graduate degrees in their respective areas of expertise. Other credentials and certifications earned

Applied Sciences Consulting, Inc. is honored to be a partner with the City of Plant City. We have been providing the City with comprehensive stormwater solutions under its current Stormwater Engineering Services contract.
Since 2009, our firm has had the distinct pleasure of serving the City of Plant City in both emergency and long term planning situations in solving stormwater management problems. From the emergency response, permitting and replacement of the collapsed culvert under Sydney Road, to the assistance with the long term ERP permitting for Midtown, Applied Sciences was at the fore front for the City of Plant City – available and capable to tackle all flood control and regulatory challenges – promptly and effectively.
Our Small Business Enterprise (SBE) firm, compared with giant multi-national firms, has earned a reputation for excellence among our government clients who rely on our in-depth knowledge of stormwater management, environmental permitting and compliance for successful and timely project design and execution. Each member of the Applied Sciences staff has spent their career specializing in stormwater management and environmental compliance in Florida. Most have served as a public works staff, others served as environmental regulators. Our advantage, which the City currently enjoys, is in our ability to view your project from two perspectives: the end-user, and the engineer. We engage our tested, workable strategies for the success of your permitting and project completion. We know that the citizens of Plant City expect stormwater projects that solve the problems and add value – we strive to exceed these expectations. We also perform these services a lot more efficiently than the large multi-national firms since we have a lot less administrative people and a lot less “executives” – allowing our day-to-day engaged principals and professionals to be engaged with working to optimize your problem solutions and provide you the quality value products in a timely manner.
Based in Tampa, Applied Sciences serves public agencies seeking practical, innovative solutions to a broad array of neighborhood flood control projects and environmental challenges. Since the firm was founded over 15 years ago, governmental clients have relied on our experience and in-depth regulatory knowledge to address their stormwater, regulatory and infrastructure needs – effectively, sustainably and affordably. Along the way, we have earned a reputation for excellence among clients who rely on this experience and in-depth regulatory knowledge to address their stormwater, regulatory and infrastructure needs – while deploying fiscal prudence and creative solutions. We have also been very successful in assisting public clients with federal, state, and local grant funding, as we assisted the City of Plant City in seeking cooperative funding for stormwater system modeling and management from the SWFWMD. We have been fortunate to be involved on multiple national, state, and local grants.
Applied Sciences and our team of professionals have the Qualifications and Experience to provide the City with all facets of Plant City - Library of Engineering Services, as outlined in the RFQ 21-020EN-FC Scope of Services – Stormwater Engineering which include but are not limited to Stormwater System Design and Permitting; Preparation of Grant Applications; Project Management with Federal, State and Local Grants; Watershed and Basin Modeling; Stormwater Drainage/Maintenance;

Applied Sciences has several engineers that have experience during design and construction. Some of our engineers are presented in a table below showing their capabilities in response to above City-requested services. In a recent stormwater engineering project example, Applied Sciences was successful with completing the Pinellas Park Water Management District Channel 1B5 Stormwater Improvements project under budget and under schedule. The project closeout occurred in late April 2020 despite the COVID-19 pandemic. The contractor for the project was Kamminga & Roodvoets located in Tampa, Florida. In another example for the City of St. Petersburg 7th Street and Barlett Park Stormwater Improvements project that is currently under bid evaluation, Applied Sciences’ Engineer’s Opinion of Probable Construction Cost (OPCC) was approximately $2.1 million. There were three bidders on the project and two bids were under our OPCC – approximately $1.9MM (within 10%) and $2.0MM (within 5%), respectively. Accuracy counts before and during project execution!

Recent Stormwater Experience
Delaney/Archie Creek Stormwater Master Plan Update Hillsborough County, FL The purpose of this project was to update the Delaney/Archie Creek HCSWMM model and use it to update floodplain information and mapping, evaluate and analyze capital improvement alternatives and provide final recommendations for flood protection with an eye towards water quality enhancements and natural systems protection. The update addressed the land use changes (development) in the watershed and provided a significantly more detailed parameterization, in accordance with the SWFWMD G&S. Mr. Charnas provided technical guidance on the project and co-authored the final report.
Bartlett Park and 7th Street South Stormwater Improvements St. Petersburg, FL After Mr. Charnas successfully assisted the city of St. Petersburg with obtaining approximately $1.2 MM in grant funding from SWFWMD for ths flood protection and water quality improvement project. Applied Sciences prepared design plans, permit applications, and cost estimates at 30%, 60%, 90%, and 100% design milestones. The project included bioswales with biosorption activated media, a baffle box, a large box culvert conveyance system, roadway improvements, and a 6-inch diameter watermain replacement. Necessary permitting was completed in 12 days within a complex watershed and urban corridor (1,300 linear feet). So that the City was able to meet their SWFWMD requirements the Design was fast-tracked. Mr Charnas was the Project Manager for this project.

Channel 1A2 Hydrologic and Hydraulic Model Analysis Pinellas Park Water Management District Pinellas Park, FL After successfully applying and obtaining cooperative funding of approximately $403,000 from SWFWMD Applied Science was retained by the Pinellas Park Water Management District (PPWMD) to design plans for a 1,200 linear foot project and apply for necessary permit applications. The SWFWMD ERP was obtained in seven (7) business days and included complex improvements such as an inline baffle box, box culverts, and floodplain impacts. Hydrologic and Hydraulic Model Analysis was completed using ICPR. As Project Manager, Mr. Charnas was responsible for review and technical oversight for the design alternatives.
Channel 1B5 Panel Replacement - Pinellas Park Water Management District Pinellas Park, FL As Project Manager, Mr. Charnas led the design, permitting, and construction oversight for the Channel 1B5 Panel Replacement Project. The existing panel had severe concrete panel cracking in various locations along the south channel bank (300 LF) of Channel 1B5. The panel replacement design included a steel sheetpile toe, reinforced concrete panels, and a manifolded underdrain system contained by geotextile fabric. Construction of the replacement panel was completed in April 2020 under schedule and under budget. The project has vastly improved maintenance, slope stability, erosion protection and hydraulic efficiency.
Holiday Hill Drainage Improvements Pasco County, FL This project is intended to provide specific flood abatement affecting the Holiday Hill Subdivision located in the west central area of Pasco County. The existing drainage system conveys concurrent, concentrated flows to an existing stormwater retention pond. The subdivision experiences flooding of both streets and homes on a relatively frequent basis. Drainage improvements consist of the expansion of the existing stormwater management pond, and pump station design to improve the storage and conveyance of the stormwater runoff. Mr. Charnas served as the Senior Civil Engineer providing oversight on all aspects of this project.
Lower Peninsula Watershed Management Plan Tampa, Florida Applied Sciences was tasked by the City of Tampa to develop a Watershed Management Plan and Basis of Design Report (BODR) for the Lower Peninsula area. The purpose of the project is to develop a baseline for capital improvement planning and design that provides conceptual solutions to frequent flooding associated with undersized stormwater pipes and relic ditch systems in the region. It is the City’s desire to pursue cooperative funding from the SWFWMD for these improvements; therefore the BODR must meet the SWFWMD requirements for this funding. As Project Manager, Mr.
