About this file
This document is a Request for Qualifications (RFQ) response submitted by Florida Transportation Engineering, Inc. (FTE) to the City of Plant City, Florida, for inclusion in the Library of Engineering Services for Continuing Contracts (RFQ 21-020EN-FC). FTE proposes to provide professional engineering services across multiple disciplines, including general engineering, transportation engineering, and registered surveying and mapping services. The firm offers expertise in roadway design, traffic operations, safety studies, planning, landscape architecture, and data collection. FTE proposes to operate from its Tampa office, located approximately 30 minutes from Plant City. The proposal submission was dated December 10, 2020, and acknowledges receipt of addenda issued on November 17, 18, and 20, 2020. The response specifies that services will be provided on an on-call basis for projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million, consistent with Florida's Consultants Competitive Negotiation Act. No specific contract term or renewal options are detailed within FTE's response document itself.
FTE demonstrates extensive relevant experience through prequalification with the Florida Department of Transportation (FDOT) across multiple service categories and completion of numerous projects for FDOT districts and local municipalities including the City of Tampa, Charlotte County, and other Florida jurisdictions. The firm's proposed project manager, Gary Ng, PE, brings 22 years of highway engineering experience, supported by a team including professional engineers with 7 to 40 years of experience in roadway design, traffic engineering, construction management, surveying, and landscape architecture. FTE certifies compliance with Florida's drug-free workplace requirements, immigration employment verification laws, and public entity crime statutes. The proposal confirms FTE is not owned or controlled by any Plant City commissioners or employees and commits to adherence with the City's "No Contact Clause" solicitation silence policy. FTE is certified as a Minority Business Enterprise with the State of Florida Department of Management Services. The firm's workload documentation indicates availability of qualified personnel and no scheduling conflicts with existing FDOT and municipal contracts valued at over $3.5 million in combined volume during the five-year period preceding the proposal.

WORKLOAD
A. Project Team Availability
The Project Team is fully capable of maintaining its full commitment to this project, while meeting the needs of other clients. FTE has qualified professional and technical staff available for the required services. Based on the existing and anticipated workload, FTE will have no conflict in committing staff to this project. Our staff availa-bility will permit immediate mobilization on this project and FTE will dedicate a high priority to this project throughout its duration. A chart summarizing the availability of our key personnel is provided.
City of Plant City RFQ 21-020EN-FC
B. Commitment to Meeting Time and Budget Constraints
At FTE, we pride ourselves in providing a quality product on schedule and withing budget. We assembled this team with the City’s interest as the top priority. Our proposed project manager, Gary Ng, PE has successfully managed several contracts for FDOT and local municipalities concurrently. He will apply the same effective management practices he utilized on those contract towards projects assigned under this contract to ensure pro-ject schedules stay on track during design and construction. FTE has a proven track record of repeat clients.
This is purely because of our commitment to completion of projects in a timely manner and with the utmost quality of work.
Maintaining Budget - The FTE team will conduct a field review to establish an understanding of the proposed project scope. This review can be conducted independently or with the City Project Manager. From this initial review, other safety improvement items not included in the scope of work will be provided to the City for con-sideration. A cost estimate will be prepared and if funding permits, these additional items may be added to the scope of work. This will result in a definitive scope and enables the team to develop accurate staff hours and avoids any potential for scope creep. During design we will provide Engineer’s Estimates at every phase sub-mittal with accurate quantities utilizing historical unit costs. This ensures the City is aware of the project budget throughout the design phase and there will be no surprises at bidding.
Schedule - The project schedule follows the team approach in that the data gathering and critical issue resolu-tions are planned, evaluated, and executed in the initial phase of the project. This allows for the early assess-ment of potential issues and their resolution prior to the undertaking of extensive plans production efforts. A detailed schedule will be established utilizing Microsoft Project scheduling software. This software allows for monitoring durations of interdependent tasks to assure that critical paths are achieved, such as the design sur-vey, utility coordination, and permitting. All tasks and sub-tasks will be reviewed by the FTE Project Manager for comparison against the project plan established at the initiation of the project. The schedule is distributed to the City Project Manager, Engineer of Record for each project component discipline, and any sub-consultants that are involved with the project. Weekly meetings are held with the team to ensure the schedules are met. If unplanned incidents occur at any time affecting the project schedule, then adjustments can be discussed with the City Project Manager and implemented utilizing the Microsoft Project model to achieve the desired sched-ule. Gary will coordinate with the City Project Manager at monthly intervals either via phone, virtual meetings, or formal meetings to ensure the projects are on schedule. With monthly project status reports and progress re-view meetings, both the City and FTE will be informed about the schedule at all times.
Post Design Construction Support - To minimize the post design effort, our goal is to provide contract docu-ments that are clear, accurate and constructible which reduces construction time, minimizes RFIs, and lowers bid prices. We will attend the preconstruction meeting, review shop drawings, and respond to RFIs. Timely re-sponse during construction is critical to ensure the project stays on schedule. Our proactive approach, design experience, and quality control have proven to be successful as we have consistently received high constructa-bility grades from our clients on past projects. We have an experienced team of professional engineers and tech-nical staff that can assist and support the City construction staff during construction. FTE is conveniently locat-ed within 20 miles of Plant City and would be available for impromptu field meetings, if necessary.
