About this file
This is a qualifications response document from Woodard & Curran, a 41-year-old privately-owned engineering firm with 1,130 professionals, submitted to the City of Plant City, Florida, for continuing professional engineering services under Request for Qualifications (RFQ) No. 21-020EN-FC. Woodard & Curran proposes to provide comprehensive engineering services across four primary disciplines: General Engineering, Stormwater Engineering, Water and Wastewater Engineering, and Instrumentation and Controls Engineering for projects with estimated construction costs not exceeding $7.5 million. The firm's response, delivered December 10, 2020, emphasizes its specialized capabilities in grant funding procurement, fully-integrated SCADA system design and implementation, and operational expertise gained from managing 79 municipal water, wastewater, and stormwater facilities nationwide. The proposed project team is led by Principal-in-Charge Scott Shannon, PE (24 years of experience), Project Manager Justin deMello, PE (15 years of experience), and Client Manager Bradley Hayes (40 years of experience), supported by practice leaders and specialized technical staff across water, wastewater, stormwater, and controls disciplines. The firm documents extensive relevant experience with nearby Florida municipalities including Tavares, Groveland, Mascotte, Starke, Inglis, and Newberry, demonstrating established relationships and proven project delivery capability in the region.
The firm highlights exceptional performance in securing state and federal funding, reporting $1.4 billion in federal and state funding obtained for clients over the past five years and $110 million currently in active delivery for Florida clients. Woodard & Curran's operational mindset—derived from directly operating and maintaining utility systems rather than solely designing them—is positioned as a competitive advantage that enables cost-effective, maintainable project solutions. The firm commits to providing experienced management oversight, quality control, value engineering, and comprehensive project services from planning through construction oversight. The document includes detailed professional credentials and project experience for 26 key team members, a sample of relevant local projects with client references and contract values ranging from $94,800 to $6,867,000 annually, and demonstrates the firm's capacity to provide 24/7/365 operational support and emergency SCADA services. No specific contract pricing, set-aside information, or renewal terms are detailed in this qualifications submission.

Re: Library of Engineering Services for Continuing Contracts
RFQ 21-020EN-FC
Dear Mr. Storey:
Your staff at the City of Plant City may not all be familiar with Woodard & Curran, as we have yet to work with you directly. Our firm has been operating for 41 years serving clients across Florida and beyond. We understand that the City intends to retain professional engineering services related to a variety of project categories over the next few years. Woodard & Curran’s response to this Request for Qualifications (RFQ) is focused on our specialties in planning, design, and implementation of projects in the following categories:
1. General Engineering
4. Stormwater Engineering
6. Water and Wastewater Engineering
8. Instrumentation and Controls Engineering
Through the delivery of these engineering services, Woodard & Curran offers Plant City a combination of advantages that you are unlikely to find from other proposers. Specifically:
Extensive experience with State and Federal funding programs. Over the last five years, we have secured $1.4 billion in federal and state funding for our clients’ municipal infrastructure and economic redevelopment projects. Our staff has a 30-year history with the full breadth of local, state, and federal funding programs administered through Florida agencies. We have secured $110 million for projects and programs we are actively delivering for our Florida clients now, all capital improvements related to water quality, treatment, resiliency, and economic development. With this record, you can rely on Woodard & Curran to help you maximize state and federal grant funding to ease the financial burden of your capital improvement needs on your citizens and ratepayers.
City of Plant City (P233606) 2 Woodard & Curran Letter & Executive Summary December 10, 2020
Fully-integrated SCADA capabilities. Woodard & Curran integrates SCADA communications, design, implementation, integration, and service into our engineering practice. Most firms can perform only one or two of those functions, which results in several handoffs in responsibility, increasing cost and complicating the lines of accountability. We are already seeking funding to help you make emergency improvements to your Water Treatment Plant SCADA system. Our technical capabilities will help ensure the City has the appropriate technology to automate and monitor your utilities infrastructure to operate reliably and cost-effectively.
An uncommon, operational mindset. Unlike most consultants, Woodard & Curran operates and maintains many of the same types of systems that we design. This includes 79 municipal water, wastewater, and stormwater facilities throughout the United States, including neighboring Groveland. Our experience affords us considerable insight into how such facilities need to operate and be maintained by our clients in the long-term. Leveraging this experience, we build into our planning and design mindset considerations such as future O&M costs, the safety of your staff and the public, and ease of maintenance. This enables us to deliver safe, cost-effective, and practical projects that not only meet your needs on day one, but also operate sustainably for decades.
Woodard & Curran appreciates the opportunity to present our qualifications to provide Engineering Services to Plant City. We offer you the full resources of our 1,130-person privately-owned company who delivers our work with the personal, small firm feel that is the only way we know. As your Principal-in-Charge, I will direct the members of our team and call upon our firm’s entire suite of service professionals, as necessary, applying my 24 years of experience developing and implementing capital improvements for drinking water, wastewater, reclaimed water, stormwater, and solid waste management systems in Florida.
If you have any questions or require any additional information, please feel free to contact me directly. We look forward to the opportunity to continue our productive partnership with City of Plant City.
Sincerely, WOODARD & CURRAN
