About this file

This amendment to a solicitation provides additional questions and answers regarding a request for proposal for helium to fulfill foreign military sales requirements. The amendment specifies that the solicitation is for the sale of helium containers and establishment of helium transfill facilities in multiple countries, with a single award to be made. Offerors must propose pricing for all contract line items, including labor breakdown, and meet all requirements specified to be considered technically acceptable. The amendment clarifies that the scope requires the contractor to deliver all services within the destination countries and be responsible for procurement, delivery, and force protection associated with the requirements.
