PIIN/SIIN MOD/AMD
1.0 Scope.
1.1 Introduction. This document describes work to be performed under various Foreign Military Sales (FMS) cases in delivering bulk gaseous Helium to customer countries using aerostat balloons for border surveillance and force protection. Specific helium resupply quantities and related tasks will be articulated in delivery orders (DO) under this Indefinite Delivery Indefinite Quantity (IDIQ) contract. The word Government in this document refers to the United States Government. The word country in this document refers to the
FMS Customer(s). This contract will be a Firm Fixed Price (FFP) contract.
1.2 Background. The US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) has FMS customers who rely on tethered aerostats for border surveillance and force protection missions. These customers require reliable and regular re-supply of bulk helium gas in order to keep these systems aloft to maintain border and installation security.
