AMENDMENT 0005 RFI`S
Amendment 0005_________________________________________________________
1. Can you confirm that the title page for the proposal, not the cover letter, is excluded from the page limitation? The title page typically provides required information such as the disclosure statement and identifies the individual with the authority to sign the proposal and is almost always excluded from the page limit.
Answer: Unless specifically exempted in the solicitaiton, all pages are included in the page limitations.
2. It was mentioned at the site walk that the cost of electricity associated with the operation of the J-3 system (housed in AFCEC’s FS-12 plant) was covered by the Air Force and is then reimbursed by the Army. Will the successful contractor be required to reimburse the
Air Force for these electrical costs? If so, please provide these electrical costs for the past
24 months.
Answer: The estimated electricity costs for the J-3 Range IAGWSP treatment system from July 2017 to October 2017 were provided with Amendment 0001.
3. With respect to the rates shown in Attachments 1-4, the labor categories included in the pricing templates are not consistent. There are several labor categories identified in the
“Labor Calculated” tab in Attachments 1 and 2 and the “Labor” tab in Attachments 3 and
4 that do not align with the “Binding Rates-Labor” tab in Attachments 1 and 2 (the labor calculated tab in Attachments 1 and 2 and labor tab in Attachments 3 and 4 are the same, but both sets are different from the binding rates-labor tab in Attachments 1 and 2).
Which set of labor categories should we use?
Answer: See response to Amendment 0002 RFI No. 4. The Attachments I-1 through I-4 were subsequently revised to make the labor categories consistent and final versions included as attachments to Amendment 0004 on FBO.
4. With respect to both the Prime Binding Rates (Attachment 1) and Subcontractor Binding
Rates (Attachment 2), the “Binding Rates-Labor” tab in both attachments include a single set of rates, while the “Labor Calculated” tab in both attachments provide rates for both
Home Office and Field Office. Which set of rates (home office or field office) should be included in the Binding Rates-Labor tab?
W912WJ18R0002
Answer: The Attachment I-1 and I-2 Binding Rates tabs maybe modified as needed to show labor categories that the Offerors are proposing to have both office and field binding rates. As noted in response to Amendment 0002, RFI No. 149, Offerors should make all assumptions and calculations clear in their proposals.
5. Is the contractor allowed to add labor categories to the required positions in the rate sheets (Attachments 1-4)?
Answer: Yes. As noted in response to Amendment 0002, RFI No. 149, Offerors should make all assumptions and calculations clear in their proposals.
6. If the prime applies a mark-up to subcontractor costs (i.e., G&A), is that mark-up to be included in the Subcontractor Binding Rates?
Answer: See response to Amendment 0002, RFI No. 150
7. Please confirm that the prime contractor’s fee and the subcontractor’s fee will be negotiated on each task order.
Answer: The Offeror’s Price to be submitted with their proposal is for the Seed Task
Order PWS and evaluated without negotiation. Future task orders will be negotiable other than the binding labor rates. See response to Amendment 0002, RFI Nos. 5 and 10.
8. If the subcontractor provides ODCs on a task order and the prime applies a mark-up to subcontractor costs, can the summary sheet within the Subcontractor Seed Project Pricing
(Attachment I-4) be adjusted to show this mark-up?
Answer: Yes. See response to Amendment 0002, RFI No. 149.
9. If we are proposing with a joint venture arrangement, can you clarify whether Attachment
1—Prime Binding Rates is to be completed for the joint venture as a single entity (one attachment) or for each of the two joint venture members (two separate attachments)?
Answer: See response to Amendment 0001, RFI No. 39. Offerors may choose to either submit prime binding rates as either a single entity or for each of the joint venture members. However, the awardee will be required to follow a similar pricing structure on future task orders to that which is awarded on the seed task order.
