SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 06-Mar-2018 02:00 PM to 21-Mar-2018 02:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been added by full text:
AMENDMENT 00001 - RFI`S
Amendment 00001
1. Can you please indicate when is the final date for submitting questions for clarifying RFP requirements?
Answer: Please submit all RFIs by close of business on 6 March 2018.
2. We noticed that there is no evaluation factor for past performance…is this correct or an oversight?
Answer: This is correct, there is no evaluation factor for past performance.
3. Section L requires bidders to describe Joint Venture Requirements (page 59 of the PDF). Can you please confirm that these requirements are to be addressed with the JV agreement and is excluded from the page limitation?
Answer: The Solicitation, Section L – Instructions, Conditions, and Notice to Bidders, Table 2 shows that Volume I JV/Teaming/Partnership/Mentor-Protégé Agreement or Letters of Commitment do not have an associated page limit (“N/A”). It is reiterated that bidders should follow the instructions in solicitation regarding how page counts will be calculated.
As noted, pages that exceed the limits stated in the solicitation will be removed, not read, and not evaluated.
4. With the number of documents requiring review to develop a compelling technical approach, please consider extending the proposal due date by 2-3 weeks.
Answer: The proposal due date is extended, per the change noted with this amendment.
5. For Factor 1 project examples, can we use multiple TOs under a single IDIQ contract if the TOs are all part of the same project at the same installation?
Answer: Please see Factor 1 submission requirements, first paragraph – “A project is defined as work performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather, Offerors should submit the work performed under a task order as a project.”
6. Are we allowed to use 11x17s to describe our projects in Factor 1 as long as we count these 11x17 pages as two pages each?
Answer: Please see page 52 of the solicitation, which indicates that 11x17 pages are acceptable for tables/graphic representations. Information that is not a table/graphic representation should not be on 11x17 pages.
7. For Factor 1, many projects that require O&M of groundwater treatment systems are often set up as a 5-year period of performance the same as this contract. However, we have completed individual task orders (set up on an annual basis) that are complete, though the overall IDIQ contract is not complete. Are we able to submit completed TOs or CLINs under an IDIQ contract that is not yet complete?
Answer: See response to RFI No. 5.
8. Similar to above question, we have a 10-year PBR project that includes ongoing tasks, many of which are near completion (>75% complete). Please consider allowing us to include ongoing projects/tasks that are part of a PBR that are >75% complete. Because there are limited GWTPs that treat explosives-contaminated groundwater, please confirm that if we provide experience operating GWTPs that involve treating other contaminants (e.g., VOCs) that have identical treatment trains (e.g., IX, GAC) as the systems at JBCC that these non-explosives treatment systems will be evaluated equally to explosives treatment systems.
Otherwise, the incumbent contractors will have a clear advantage through their experience at
JBCC.
Answer: The Government will accept projects that are “substantially” complete. The Offerors shall clearly note in their proposal which projects submitted are substantially complete and provide documentation that supports the definition of “substantially” complete (e.g., 80% of tasks or effort has been completed). There is no requirement under Factor 1 for explosives-specific projects.
9. Please confirm that you only want five key personnel and that only five key personnel will be evaluated for Factor 2.
Answer: Yes. The disciplines that are required and will be evaluated are noted in the original solicitation on page 54 under Factor 2: Organizational Approach and Key Personnel.
10. Section L, Factor 1, page 54 (of the PDF) states: “The Offeror should clearly document the key personnel experience to the IDIQ and Seed Task Order requirements.” Please consider modifying this requirement as the incumbent contractors will have an advantage in their ability to demonstrate experience operating the same GWTPs at JBCC under the seed TO requirements.
Answer: No change will be made. This RFI refers to Factor 2: Organizational Approach and Key Personnel. The solicitation states “As part of the organizational approach, the Offeror’s proposal shall detail key personnel experience on similar project(s) that are recent and relevant and identify why these personnel are appropriate for work on the contract.” The solicitation is requesting Key Personnel with experience with projects that are recent and relevant and not identical.
11. Is there a requirement for an on-site SSHO during routine O&M activities?
Answer: Yes. Please follow the USACE Safety Manual EM 385-1-1, most recent edition.
12. Is there a requirement for an on-site QCS for routine O&M activities?
Answer: No. There is not a requirement for a Quality Control Supervisor (QCS) to be on-site for daily routine O&M activities.
13. If an on-site SSHO/QCS is required, can they be dual-hatted?
Answer: As noted in response to RFI No. 12 above, an on-site QCS is not required for routine O&M activities, but dual-hatting would be acceptable.
14. Is there a specific expectation or performance objective for remedial system uptime or for meeting a certain percentage of intended extraction rates at individual extraction wells or for entire systems?
Answer: No. There is not a published remedial performance objective for system uptimes.
However, the system performance (e.g., uptime, downtime, estimated mass removal) is reported and reviewed by the IAGWSP, EPA, and MassDEP in the annual reports for each OU with a treatment system(s).
15. If an extraction well pump/motor or VFD failure occurs, what would be the expected response time to perform repairs and get the well operating again at the intended flow rate?
Answer: Notification to USACE site personnel with the initial fault indicators and proposed approach to trouble shooting should be done the same working day or next working day (if it occurs overnight or during the weekend). The goal is to address any system failures as soon as possible to minimize downtime.
16. Should contractors include costs for the installation of new monitoring wells in their Firm Fixed Price for the Seed Task Order? If so, what quantity of new wells, installation depth, and general location (so appropriate drilling methods can be selected) should be assumed?
Answer: No. Drilling in not part of this O&M IDIQ contract and will be conducted by others under separate contract. Coordination will be required and any new monitoring wells will be added into the groundwater monitoring task of this IDIQ contract.
17. Section 5.1 of the Seed Task Order PWS indicates the project manager should participate in
12 monthly meetings – should this be 15 monthly meetings given the 15-month Period of Performance?
Answer: The Offerors should assume twelve (12) meetings. The 15-month POP is intended to provide time for submission and approval of work plans and for overlap transition with the current contractor on-site.
18. Should contractors assume 15 months of monthly remedial system performance monitoring (including treatment plant sampling and analysis) and 15 months of daily/weekly/monthly O&M and/or LTM reporting specified in their Firm Fixed Price for the Seed Task Order? Or should 12 months of remedial system performance monitoring be assumed with time built in to the 15-month POP for initial transition and/or final reporting?
Answer: See response to RFI No. 17.
19. To provide an accurate estimate of utility costs that the Contractor will be responsible for during the Seed Task Order, please provide the most recent 24 months of utility bills referenced in Section 5.1 (Task 1.2: Heat for Frank Perkins Road treatment plant and internet service) and Section 8.10 (electricity for operation of remedial systems) of the Seed Task Order PWS.
Answer: The last year of treatment plans electrical costs are attached and provided via Amendment 0001. The electrical utility costs provided are for treatment systems CIA3, Demo 1 Leading Edge, Demo 1 Base Boundary, J1 North Range, J1 South Range, J2 East Range, J2 North Range, and J3 Range. The other treatment systems (CIA1, CIA2, Demo 1 Pew Road, and Demo 1 Frank Perkins Road) are supplied through the JBCC facilities and not included in this contract.
Other estimated utility costs include: natural gas heat for Demo 1 Frank Perkins Road treatment plant (approximately $6,000/year); radio antennae fee ($520/month); on-base cameras service fee ($815/month); off-base camera service fee ($65/month); and internet ($150/month).
Offers should note that these costs are provided for information purposes only and are not guaranteed for accuracy since they are subject to market variability now and in the future.
20. Will the Contractor be provided and expected to manage any Government Furnished Equipment/ Government Furnished Property (GFE/GFP) during execution of the contract? If so, can a listing of the available GFE/GFP be provided?
Answer: No.
21. Please verify that this contract does not require the investigation, remediation, or treatment of emerging contaminants or any other contaminants not listed in the PWS.
Answer: The contract is only for contaminants listed in the IDIQ and Seed Task Order PWS.
22. Should contractors assume groundwater modeling will be required during the Seed Task Order? If so, please provide further details on the modeling scope, at which sites/plumes, and that all existing groundwater modeling files will be made available.
Answer: No. Modeling was not included in the Seed Task Order. Subsequent Task Orders under the IDIQ may include these activities in their PWS.
23. Please provide specifications of the on-base and off-base cameras and associated cellular service that the contractor is required to maintain and replace/repair in the event of damage.
Answer: The available specifications for the cameras is attached and provided via Amendment 0001.
24. Please confirm whether the contractor is required to cover the DigSafe subscription fee in their Firm Fixed Price for the Seed Task Order. If so, please provide an estimate of the number of “call outs” during the past 24 months.
Answer: Yes. The Offerors shall include the DigSafe subscription/administrative fee in their proposals. The estimated number of tickets issued over the last year was 1,460.
25. Are the 15 project radios referenced in Section 5.1 (Task 1.2) of the Seed TO PWS GFE/GFP? If not, please provide radio rental/service provider information.
Answer: No, they are not GFP. The estimated monthly rental and maintenance fee is $520/month.
26. Should the contractor assume that the bi-weekly cleaning services for the two USACE/IAGWSP trailers be performed for the full 15-month period of performance?
Answer: See response to RFI Number 17.
27. Should the contractor assume that the bottled water deliveries and the cooler rental for the two USACE/IAGWSP trailers be performed for the full 15-month period of performance?
Answer: See response to RFI Number 17.
28. No assumed quantities for GAC/IX resin exchanges, well maintenance (pumps/motors) or VFD are included in the Seed TO PWS for J-1 North (Task 8.1). Please clarify whether this is an omission or whether none should be assumed?
Answer: The Offeror should assume no GAC/IX change outs for J-1 North under the Seed Task Order.
29. Should contractors assume that all analytical data needs to be loaded into the Army’s ERIS system as well as EDMS? In addition, in Section 5.10 (Task 10.0) of the Seed TO PWS it states the contractor is required to assist with submission of ERPIMS Deliverables. Please provide more details on what this assistance entails.
Answer: No. The project-specific database is EDMS for Army-related Operable Units (OUs) under the IAGWSP at JBCC. Environmental Resources Program Info Management System (ERPIMS) is separate and distinct for Air Force Civil Engineer Center (AFCEC) projects.
30. Are daily inspections of each of the remedial systems (including extraction wells, infiltration trenches, and reinjection wells) required?
Answer: Yes. See Seed Task Order Section 4.1 – O&M Support and Table 2. Table 2 notes “Daily (Monday-Friday)” frequency for system monitoring.
31. Under Task 3.1, should the contractor assume the GAC/IX resin exchanges need to be performed at the Frank Perkins Road system or the Pew Road system or one exchange at each system?
Answer: Offerors should assume one exchange for each system.
32. Please specify the capacity of the GAC/IX resin vessels at the J-1 north and J-1 south systems.
Answer: The J1 North system capacity is 3,000 pounds GAC per vessel and 60 cubic feet IX resin per vessel. The J1 South syste4m capacity is 1,000 pounds GAC per vessel.
33. The lab quantity totals presented in Table 3 do not equal the sum of the stated normal samples, field duplicates, QA/MS/MSD, Equipment Blanks, and Trip Blanks samples. Please clarify.
Answer: The MS/MSDs QAs do not count as separate samples. Additional volume is collected for MS/MSD from designated field samples.
34. Should contractors include the contingency sample quantities presented in Tables 2 and 3 in their Seed TO firm fixed price?
Answer: Yes. The contingency is included to allow some flexibility for re-sampling and/or additional sampling requested by IAGWSP and/or EPA/MassDEP.
35. Do Tables 3 and 4 represent the sampling quantities for the full 15-month period of performance? Notes in the tables suggest this covers a period outside of the POP (i.e., Jul- Dec 2017 and Jan-Jun 2018 is cited)?
Answer: Tables 3 and 4 include samples required for each noted OU annual environmental monitoring report. The reports also include the system performance monitoring for the OUs with treatment systems. The sampling under the Seed Task Order will be conducted over 12 months with analysis, data validation, and EDMS entry up to 15 months. It is anticipated that subsequent task orders will cover out year sampling and reporting.
36. Will you clarify whether the seed TO schedule is included or excluded from the page limitation?
Answer: Per Section L, Table 2 of the solicitation, the schedule will be included in the page count.
37. It appears that Section 5.3 (Task 3.1) write-up is missing the O&M of the Demo-1 Base Boundary system including the assumed quantities for media change outs and pump/motor/VFD replacements. The four Demo-1 treatment systems (Frank Perkins, Pew Road, Base Boundary and Leading Edge) are discussed in the introduction of Section 5.3, but the Task 3.1 and 3.2 write-ups only include a discussion of O&M tasks for three of the systems: Frank Perkins, Pew Road and the Leading Edge.
Answer: The Offerors should assume same O&M activities for the four (4) Demo 1 treatment systems (Frank Perkins, Pew Road, Base Boundary, and Leading Edge) Frank Perkins, Pew Road, Base Boundary and Leading Edge) and assume no change outs at the Base Boundary treatment system.
38. Please confirm that the successful contractor will be able to start work/field operations at notice to proceed using the existing APP and project work plans while updates are being completed/approved?
Answer: The new Contractor to be able to conduct observation/turnover activities with the current Contractor under existing plans until all work plans (at least SHHP/APP) have been submitted and approved. This is only be applicable during turnover phase.
39. Per Section L requirements, the prime contractor is to complete Attachments I-1 and I-3. If we are responding with a joint venture arrangement, do we submit a single Attachment 1 that is combined for the JV or separate Attachment 1s for each JV partner?
Answer: One set of attachments may be submitted provided that the proposal clearly states that the enclosed information applies to all members of the JV. However, it must be clear what roles each partner will be performing, and the binding rates will apply to the entirety of the contract.
40. Would the government please consider changing the definition of a project from “Projects provided must be completed within the past eight (8) years…” to “Projects provided must be substantially complete within the past eight (8) years, as of the issue…” so as to allow current and relevant projects which are substantially complete and may be in the later stages of LTM which is in line with other similar procurements. (As defined, relevant LTM projects in later years of 10 year POPs are being excluded while substantially complete and extremely relevant).
Answer: See Amendment 0001, changes to Section L noted in red text.
41. Factor 1: Experience, Page 53 of the RFP, states that “Projects provided must be completed within the past eight (8) years, as of the issue date of this RFP, to be considered recent.” In order for a project to qualify, does it need to be 100% complete, or would USACE allow the submission of a project that is 80% complete?
Answer: See response to RFI Number 40.

B. DISCUSSIONS
The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical and price standpoint. Proposals will be analyzed to determine which is most advantageous to the Government based upon information provided in response to evaluation factors.
The Government reserves the right to conduct discussions if the Source Selection Authority (SSA) later determines them to be necessary. If the SSA determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the SSA may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If the Government does conduct discussions, these will be in writing.
